Design, Monitoring and Evaluation Manager
Reports to; Operations Team Leader
Provides Supervision to; Cluster DME Officers
Location; National Office
Purpose of the position:
To ensure quality programming and adherence to partnership standards for all WVL programs and projects in transformational development, Advocacy and Humanitarian affairs to ensure alignment to LEAP, CWBO and NO Strategy.
Major Responsibilities:
1. Provide guidance for quality assessments for all new programs ensuring adherence to LEAP/ DME framework and CWBO.
2. Provide guidance to programs/ projects in producing design and redesign documents that are integrated and aligned to the NO strategy, LEAP and CWBO.
3. Ensures that all mid-term and end of project evaluations are conducted to measure contribution and effectiveness to CWBO with documented lessons reflecting strengths and weaknesses of our programming model.
4. Ensures that monitoring tools are prepared and updated in alignment with LEAP, donors, humanitarian standards and National Office Strategy to realize CWBOs.
5. Provide leadership to the Semi and Annual reports, DIPs and budgets PDDs reviews that reflect WVL ministry priorities and contribution to CWBO to ensure alignment to LEAP and other quality and accountability standards.
6. Facilitate effective systematized programs and organizational learning through research, and documented best practice/ lessons learnt and reflections to ensure replication of these in other programmes.
7. Ensures Capacity building of all WVL staff especially programming staff on DME both in TD and HEA so that the programmes are LEAP and DPA compliant.
8. Ensure that the organization is well represented in all DME stakeholders meetings and support all new initiatives by both the partnership and stakeholders on M&E.
9. Provide leadership in performance management of all staff in the unit to enhance smooth staff relations and accountability.
10. Provide support to HEA rapid assessment to ensure WVL facilitates timely response of all emergencies in the ADPs to enable realization child well being outcomes.
11. Develop and maintain a schedule of evaluations of all programmes to ensure that all programmes are evaluated timely.
12. Oversee the production of the annual reports including, the CWB report, Annual Business Plan report and Strategy reports.
13.Provide leadership to Technical Specialist in the development of Technical Approaches, Technical Programs, Standardized indicators and reviews of the same on on going basis.

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Minimum Qualification required: Bachelors Degree in Social Science, Statistics, Economics Project Management disciplines or related field.
- Experience: 3 years professional experience in Design, Monitoring and Evaluation or rural development in NGO’s as a relevant programming benefactor.
- Preferred
- A Masters degree will be an added advantage.
- Working knowledge of programs/projects cycle management (DME)– including analytical and research skills
Knowledge and technical Skills
- Excellent analytical skills in project management, programming related areas.
- Knowledge and Experience in use of general computer proficiency
- Extensive knowledge of the Project Management Cycle
- Excellent report writing skills and communication skills
- Excellent knowledge of excel, access, SPSS and other statistical packages (such as Dev. Info or Epi. Info)
- Good interpersonal and facilitation skills
- Good organizational / time management skills
Working Environment / Conditions:
- Work environment: Office-based with travel to the field
- Travel: 10 % Domestic/international travel is required.
