Established by Legal Notice No. 179 of 1995, with the primary objective of providing a mechanism for progressive transformation of the road sector, whereby the fiscal burden for maintenance of roads is gradually being shifted from the Government to users of public roads, the Road Fund is a Special (dedicated) Fund of the Ministry of Finance. Its overall management rests with the Road Fund Board of Directors (the Board), which was established by Legal Notice No. 16 of 1996 while the day to day operations of the Fund are entrusted to the Secretariat headed by a Chief Executive Officer.
It is therefore, under the general supervision and control of the Board that the Chief Executive Officer is empowered to manage the business of the Road Fund, subject to statutory limits and the Board’s limitations on delegation of authority. With the contract of employment of the incumbent of the position due to expire on 31 March 2016 the Board wishes to invite applications from suitably qualified, mature and experienced Lesotho Nationals, within the age-group 35 to 55 years and ready to assume office on 1 April 2016 or soon thereafter.
JOB PURPOSE
The incumbent is responsible for the overall stewardship and leadership of the Road Fund through implementation of an effective strategy and being the brand ambassador for the Fund.
QUALIFICATIONS AND EXPERIENCE CONSIDERED NECESSARY
• An Engineering Degree plus ten (10) years’ management experience, five (5) of which should be at Senior/Executive Management level; OR,
• Masters degree in Business Administration (MBA) plus five (5) years’ management experience, three (3) of which should be at Senior/Executive
Management level; OR,
• Bachelor of Commerce/Equivalent Degree plus ten (10) years’ management experience at Senior/Executive Management level.
• Background knowledge of Corporate Governance is desirable.
REQUIRED COMPETENCES
The Board is looking for someone with excellent verbal and written communication skills, who would be able to mobilize support from stakeholders, Board Members and relevant institutions; be able to communicate effectively with internal and external parties in a manner that is aligned to the Road Fund’s Mission and Values; someone with excellent interpersonal skills associated with developing trusting relationships; he/she should be able to plan, organize, direct and supervise the work of others to effectively accomplish the Road Fund strategy and objectives; be able to coach, lead, motivate and support the work of team members; someone assertive and decisive in decision making and skillfull in negotiation; and he/she should possess Computer skills in word-processing, spreadsheets, e-mail and other specialized software applications utilized daily.
