JOB PURPOSE

Responsible for the operations of FNB Lesotho and ensuring that all operations of the Bank are in total conformance to the Bank’s quality systems in accordance with customers’ and the institution’s requirements.


Key Responsibilities;

Reporting to the Chief Executive Officer, the incumbent shall be responsible for the following;

• Establish procedures for maintaining high standards of banking operations, effectiveness, reliability and safety.
• Determine and enforce productivity, quality and safety requirements in accordance with the Bank’s needs based on the current regulations.
• Promote companywide quality improvement efforts
• Evaluate and develop improved techniques for the management of operations, quality, effectiveness and safety.
• Implementation and maintenance of the Bank’s operations procedures, reporting on the performance and initiating improvements for operations.
• Act as liason with external parties on matters relating to operations
• Achieve optimal balance between customer needs, policy, growth, profitability, risk, resources, liquidity, and capital adequacy while improving cost effectiveness of the bank.
• Attend all Board and Audit Committee meetings. The incumbent is also as elected member of the Bank’s Executive Committee.
• To ensure appropriate and satisfactory systems are in place for monitoring business
• performance

• To put in place an effective system of controls throughout the business
• To ensure that operating objectives and standards of performance are not only understood, but owned by management and employees

Qualifications and Knowledge Experience;

• Commercial/ Banking related Degree
• Extensive general banking, credit and senior management experience.
• MBA would be an added advantage

Temporary Appointment
Duration: 01 October 2014 – 29 September 2015
PURPOSE OF THE POST:
Under the overall guidance and through supervision by the Chief of Health and Nutrition, support the work of the section by building capacity, providing technical assistance and conducting monitoring and evaluation for UNICEF's maternal, newborn, child and adolescent health and nutrition programs in South Africa, with a focus on issues related to health systems strengthening to support scaling up high impact child survival interventions
Responsibilities include:
  1. Collects and analyzes data for project planning, management, monitoring and evaluation purposes. Analyzes programme implementation reports and applies evidence based tools and evaluates against established programme recommendations and plans of action. Reports outcome of analysis and proposes corrective actions to promote and increase access to high impact interventions for MNCH.
  2. Provides technical leadership, guidance and coordination to key government and non-government partners on national policies, strategies, processes and programs related to Health, with a particular focus on relevant maternal, neonatal and child survival interventions and adolescent health and nutrition programs
  3. Undertakes ongoing visits to UNICEF partners, assesses local conditions and resources, and monitors UNICEF inputs. Communicates with senior provincial and national authorities on project feasibility and effectiveness.
  4. Deputizes the Chief of Section at MCH related forums and undertakes follow-up action and coordination related to programme implementation and monitoring.
  5. Participates in the development and review of the sectoral workplan. Undertakes follow-up action on programme implementation activities, contributes to team building, and prepares relevant reports. Drafts changes in programme workplans as required.
  6. Certifies disbursements of funds, monitors and submits financial status reports to the unit chief. Ensures the accurate and timely input of project information in financial systems, and issues status reports for monitoring and evaluation purposes, including donor reports
  7. Participates in the preparation of all programme reports for management, Board, budget reviews, programme analysis, annual reports, etc.
Education requirements:
Post graduate training in medicine, social sciences, epidemiology, public health or related fields;
Work experience:
At least eight years of progressively responsible professional work experience at national and international levels in programme management, monitoring and evaluation, in MNCH and/or health systems strengthening with specific experience in MNCH programmes.
Language:
· Fluency in English both verbal and written required.
· Fluency in at least two other South African languages an added advantage.
· A proven ability to prepare concise, complete project and programme documentation.
· A proven ability to analyze data and use data to inform program actions

Objectives

Selection Criteria

The Young Professional Program targets motivated and talented individuals from our member countries. Applicants must meet the following conditions:
  • Citizen of a regional or non-regional member country of the African Development Bank.
  • 32 years of age or younger by 31st December, 2015.
  • A Master’s degree or equivalent or higher in Economics, Engineering, Social Sciences, International Development, Business Administration, Finance, or any discipline that is relevant to the business of the Bank as described above, and with outstanding academic credentials.
  • A least 3 years relevant work experience, preferably with a multi-disciplinary background.
  • Demonstrated strong analytical skills; dynamism; results-orientation; and problem-solving capability.
  • Demonstrated passion for development issues and a commitment to Africa.
  • Excellent written and verbal communication skills in English and/or French, preferably with a working knowledge of the other language.
  • Working knowledge of Microsoft operating systems (PowerPoint, Excel, and Visio).
  • Willingness and ability to relocate and/or undertake country assignments.
Please note that under the European License-Masters-Doctorate (LMD) system, the “Maîtrise” is not equivalent to the current Master’s degree in the French education system. Accordingly, candidates who present equivalencies to the Master’s degree (in both the Anglo-Saxon and French systems), must provide written verification from the university or academic institution that confer the degree.
