The Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI) is a regionally owned Institute with 14 member countries, currently: Angola, Botswana, Burundi Kenya, Lesotho, Malawi, Mozambique, Namibia, Rwanda, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. MEFMI was founded with the view to building sustainable capacity in ministries of finance, planning commissions, central banks and related institutions.

MEFMI strives to improve sustainable human and institutional capacity in the critical areas of macroeconomic and financial management; foster best practices in client institutions; and bring emerging risks and opportunities to the fore among executive level officials. MEFMI seeks to achieve, within its member states, prudent macroeconomic management, competent and efficient

The long term objective is to contribute to the poverty reduction process among people in MEFMI’s operational zone of Eastern and Southern Africa.

The MEFMI Secretariat is based in Harare, Zimbabwe.

REF: 062017 – DIRECTOR DEBT MANAGEMENT PROGRAMME

JOB SUMMARY
Reporting to the Executive Director, the incumbent will be responsible for carrying out management and supervision of all aspects of
the Sovereign Debt Management Programme. He/she will be responsible for contributing to the enhancement of human and
institutional capacity in sovereign debt management through improved policies, systems, databases and awareness creation in MEFMI
member states.

KEY PERFORMANCE AREAS

 Provide strategic direction to capacity building activities in the Sovereign Debt Management Programme;
 Provide advisory services to Member States in public sector debt management;
 Identify technical and financial resources for undertaking capacity building activities;
 Supervise the preparation and implementation of the Programme’s annual work plan and budget;
 Conduct needs assessment surveys;
 Plan, design and conduct regional and in country capacity building activities;
 Manage the selection and training of Fellows under the Fellow Development Programme;
 Control quality of resource persons and selection of participants;
 Network with technical cooperating partners, experts and relevant organizations on sovereign debt issues;
 Undertake other managerial responsibilities which include strategic planning, participation in management committee meetings and decisions, recruitment, training, supervision and management of programme staff.

ACADEMIC QUALIFICATIONS AND EXPERIENCE
a) At least a Master’s degree in Economics/Finance or related areas. A PhD in a relevant area will be an added advantage;
b) Ten (10) years hands-on experience as Director / Head of Department or equivalent position in either a Ministry of Finance
and or Planning, a central bank, or a similar institution.
c) Experience in managing capacity building and training programmes;
d) Experience in a multi-cultural environment and management of diverse teams.
e) Experience in international or regional organizations will be an added advantage;

COMPETENCIES
a) Strong analytical, technical, communication, human and financial management skills;
b) Strong leadership and interpersonal skills;
c) Excellent presentation skills;

JOB OPPORTUNITY AT LAND ADMINISTRATION AUTHORITY , MAY 2017


The Authority seeks applications from qualified, competent and highly motivated people to fill the vacant position attainable in Maseru. The position requires good spoken and written Sesotho and English. A competitive and market-related remuneration package including non-contributory benefits is offered. Driver (1) – Maseru
Purpose: The officer is responsible for transport of staff, equipment and documents on behalf of the Authority.

Key Result Areas: Timely and safe transportation services provided, including delivery or collection of people, documents or materials; prepare and preventative maintenance of vehicles.

Qualifications and Experience: Must have hold Code B driving license acquired at least 5 years ago; at least two (2) years’ experience as a driver/messenger.

Knowledge, Skills and Competencies: Vehicle care and maintenance; good spoken and written Sesotho and preferably English and ensure that Authority vehicles are serviced as and when appropriate.

Nurse Midwife

JOB SUMMARY:

Under the general supervision of the Nurse Coordinator, the Nurse Midwife will be responsible for effective and efficient implementation of the clinic activities. Nurse midwife will ensure that activities done in the outreach conform to the required standards and that no activities undermining the image of PSI are performed.

ROLES & RESPONSIBILITIES:

Duties include, but are not limited to:

Implements the clinical aspects of the contraceptive mix.
Keeps and maintains records of drugs, equipment and contraceptives used in the clinic.
Provides counseling to clients and dispense appropriate drugs to clients.
Provides Family planning services
Undertakes monthly, quarterly, half year and annual reporting of the clinic activities and will submit these to the Nurse Coordinator.
Performs any other duties that may be assigned from time to time by supervisor and which fall within the purview of the duties

EDUCATIONAL QUALIFICATIONS AND WORK EXPERIENCE:

Qualified Midwife with a diploma/degree in Midwifery and at least three years post qualification experience.
Clinical knowledge and practical skills in the areas of SRH and HIV and AIDS. HTS training will be an added advantage.
NGOs experience is an added advantage.
Registered with Lesotho Nursing Council.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge and commitment to Sexual and Reproductive Health.
Maintenance of high professional and nursing ethical standards.
Thorough knowledge of contraceptives management and counseling.
Basic knowledge of record keeping.

Key Accountabilities:

  • Define required site measurement parameters and base case performance metrics necessary to implement automation products and services.
  • In-depth analysis of customer applications and operations to implement automation products and services. Focus to provide mining application related technical support to potential mining automation customers.
  • Analyse data to identify operational bottlenecks or help motivate potential improvement areas identified during the execution of an operational review study or audit.
  • Use existing models such as the ORI, MAPS model and data captured from automation products to deliver the intended outcomes of these models and ultimately add value to trans4mine clients.
