Internal Audit Manager - Land Administration Authority

The Land Administration Authority invites applications from suitably qualified, competent and highly motivated individuals to fill the following vacant position within the organisation. This position is based in Maseru. It requires good spoken and written Sesotho and English. A competitive and market-related remuneration package including non-contributory benefits is offered. Internal Audit Manager (1)
Job Scope: Adds value to and improves Authority’s operations by planning and conducting compliance, substantive tests and operational audits. Analyzes a wide variety of both the Land Act 2010 and LAA 2010 Act highly technical and complex processes and recommends improvements in efficiency and compliance with these acts and respective regulations. Recommends feasible solutions and operational changes. Facilitates risk management, compliance and continuous improvement program.

Key Result Areas:
• Perform compliance of processes, substantive tests and operational internal audits including planning and development of audit programs.
• Perform audit testing and identify appropriate controls and key business risks; evaluate the adequacy of the controls designed to manage those risks; discusses strengths and opportunities for improvement with management and develop recommendations for improvement.
• Provide information and sound recommendations to management, prepare written reports and work with management to obtain agreement on action plans to address audit issues; make presentations to management, as needed.
• Perform consulting engagements designed to assist management in the attainment of organizational objectives.

Qualifications/Knowledge/Skills/Experience:
• Bachelor’s degree in Land Administration, Urban and Regional Planning, Valuation and Property Management, or related field.
• Minimum of 5 years of relevant experience in land administration and management systems.
• Thorough knowledge of internal auditing standards and techniques.
• Strong project management skills and customer service orientation.
• Strong interpersonal and communication skills, both oral and written, to interact effectively and professionally with staff and the public.
• Knowledge of and compliance with the Land Act 2010, LAA Act 2010 and the respective regulations.
• Able to maintain positive team relationships by demonstrating and supporting initiative, willingness to learn, flexibility, respect, cooperation and commitment to the success of the Internal Audit Department.
• Works well under pressure, excellent time management and organization skills.

All shortlisted applicants will be informed as to the status of their applications (please provide an email address for this purpose). Applicants who do not hear from the Authority by 19th September 2014 may assume that their applications have not been successful.
