SENIOR PROGRAMME OFFICER


Purpose;
· Senior Program Officer will provide strategic leadership and day-to-day management to the field operations in the JAM Country Offices to ensure that they are effective and meet the designated goals and objectives of JAMINT, the donors and the target population. The position is expected to lead the assigned Country level Program Team in the development, implementation, oversight and evaluation of all programming, with emphasis on strategic development, resource acquisition and quality control, as well as staff development with local partners.
Specific Responsibilities
Programme Management
· Act as the focal point for country programs with the marketing and donor team at HQ.
· Provide administrative management for the implementation of all JAMINT Programs in all the five Country offices in accordance to each country specific strategy, policies, procedures and objectives. (suggest taken out)
· Serve as a thought partner for the Country Representatives regarding country program strategy, funding strategies, staffing decisions, donor relations and project implementation.
· Act as a talent manager for the Country Representatives, providing active support in helping the Country Representatives fulfill his/her performance management and goals.
· Keep current with the Country Representatives on HQ’s fulfillment of the country program’s support needs, and, with VP Programs remove obstacles
· Maintain a constructive dialogue with the Country Representatives in the alignment of country programs and organizational strategic priorities. Work with Country Representatives and Country Program staff to develop and maintain country-specific strategic plans.
· Partner with Country Representatives to ensure effective and consistent communications between country program office and HQ regarding achievements of program and project objectives for all agreements, contracts, and grants in assigned country offices to HQ; ensure that follow-up is provided to recommendations made by other departments about the country program technical implementation
· With the VP of Programs, provide accurate reporting, and, jointly with Country Representatives, evaluate program effectiveness and engage in performance monitoring of all projects.
· Ensure approved projects receive adequate planning, monitoring and field implementation
· Ensure each Country office plans and carry out needs based assessments as a basis of developing new awards and projects.
· Where necessary participate in multiple country program design and development.
· Assist in the development of JAMINT country Office/Global strategies for long-term interventions. (suggest this be taken out)
· Review and analyse all country offices donor and JAMINT reporting requirements
· Manage, evaluate operations budgets, project funding, expenditures and accomplishment of ministry objectives for all Country Offices in liaison with JAM Int Finance Director or his/her designee
· Develop and Monitor a dashboard on the progress of all active grants and advice VP Programs on country program delivery on a monthly basis.
· Work with Country Office Program Teams to develop annual / quarterly / monthly operating and budget plans/forecasts.
· Compile financial status and project progress reports, and other information as required for the Marketing division, the VP Programs, Donors and all relevant stakeholders
· Co-ordinate on-going monitoring and the evaluation of all project activities in the Country Offices.
· Ensure all new program startups meet donor regulations, and that proper accounting and program systems and practices are in place to ensure proper implementation.
· Travel to country offices as needed for the purpose of providing management support, support for new business development or as requested by the VP of Programs.
· Substitute for Country Representatives in selected short terms assignments, as needed.
Liaison
· Engage in networking with the Government Authorities, HAC, donors, NGOs and UN agencies
· Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a network for obtaining and co-ordinating information regarding current and future work in the assigned regions of operation
· Manage public relations for the JAMINT HQ Office, arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects (I suggest that this be part of Blanche responsibilities since the person will be travelling in the field )
· Work with the VP Programs to deliver appropriate communication services to the programs and to ensure adherence to Humanitarian Service communications standards
Finance
· Support the Country Representatives to align proposal and project budget development with project needs, and review country program expenditure to budget.
· Oversee the coordination of short-term technical assistance to the country offices or project, including: assistance in the identification, and recruitment, of consultants for the technical assistance needs of the country programs; review and distribution of consultant technical reports.
Field Staff Management, Professional Development and Team building
  • In collaboration with JAMINT Senior HR Manager and Country Representatives, create a work atmosphere conducive to professional growth and development of excellent field personnel at all levels.
  • Implement, monitor and ensure all field program staff are effectively using, a performance planning and management system, establishing with the VP of Programs performance expectations and regularly providing constructive feedback.
  • Contribute to country and regional team-building efforts and strategies, and ensure the integration of all team members into relevant decision-making processes.
· Coordinate with program and support staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management), procurement, security, administration and human resource
Propose the design of new local policies as needed and in accordance with donor regulations.
Security (Security and Logistics overseen by JAMINT Operations Director)
Results Expected
· Effective and co-operative relations with stakeholders (government authorities, UN Agencies, NGOs, and communities)
· Effective/efficient Country Office program management
· Growth of the Country Office Programs
Required Competencies
· Experience in management of programs in an International NGO.
· Experience in management and knowledge of basic accounting methods and procedures
· Strong and proven people management skills
· Ability to train and supervise a multi-cultural staff team
· Good cross-cultural communication skills
· An openness to learning about and understanding the culture, political, and social and economic situation of the country
· Experience in project design, implementation, monitoring and evaluation
· Good public relations and public speaking skill
· Ability to work and travel extensively in JAM Country Offices and to attend various senior management meetings internationally.
Academic Qualifications
· Master’s Degree qualification in sociology, development studies, livestock, animal health, Water/ Sanitation or Agriculture, public policy, conflict resolution, or similar fields preferred
Work Experience
· Experience in the management of relief and development work
· At least 7 years field experience in a developing country
