POSITION; EDUCATION TECHNICAL PROGRAM COORDINATOR.
Reports; Cluster Manager (Operationally) with strong matrix to Education TP Manager (Technically)
Provides Supervision to; Provide Technical Support to Cluster Managers & DOs
Location; Cluster Office
Purpose of the position: Is to provide technical support to the Education Program with a focus on improved access to Water Sanitation & Hygiene Practices. The position is responsible for profiling World Vision Lesotho in all relevant sector networks and technical working groups at cluster level. The incumbent is the primary technical contact for the Organization in matters relating to the Education Program at cluster level.
Major Responsibilities
Program Management and Reporting
  1. Coordinate the Education Technical Program to be implemented in the cluster to realize the National Office Strategy.
  2. Coordinate a collaborative design process drawing in WV stakeholders and major external stakeholders and partners within the cluster.
  3. Support Technical Programme design and participate in AP planning that fit with the DPA to build ownership and sustainable results.
  4. Support in the drafting and implementation of DIPs within and outside the AP, to ensure timely and successful implementation of projects.
  5. Coordinate and support the implementation of AP Education activities and ensure enforcement of EDUCATION sector standards (in line with Global, and Regional Education Standards) to be adhered to by implementing staff and partners.
  6. Ensure utilization of the tools, models and protocols to aid in program implementation at Cluster and AP level.
  7. Produce consolidated annual/semi-annual/monthly Cluster report for the Technical Program (TP).
  8. Work with the Cluster Manager, DOs, Cluster DM&E and other Technical Coordination, in the implementation of the Education Technical Program.
  9. Manage Cluster Education Technical budget and ensure adherence to operational budgetary limits.
  10. Conduct continuous monitoring to ensure planned activities are being implemented on budget, time and at recommended industry standards.
Program Development and Grants Acquisition
  1. Support the TP Manager and Grants Resource Mobilization Officer in ensuring that the Education Grants Projects are adequately funded.
  2. Support the Area Program Coordinators to determine the funding deficit and needs for the various locations.
Networking, Liaison and Advocacy
  1. Lead in strategic networking and liaison with Stakeholders/Partners at District and Community level in the Education Program with a view to profiling WVLs work.
  2. Liaison with the Sponsorship, Gender & Advocacy Manager, Child Protection Coordinator and Christian Commitment Coordinator to advocate for enactment or repeal/review of policies necessary to improved access to Water Sanitation & Hygiene Practices.
People Management and Capacity Building;
  1. Provide continuous coaching, mentoring and capacity building to DO, Communities and other relevant stakeholders in the Education Technical Program.
  2. Support in the construction and review of DO Performance Agreements and Annual Appraisals.
  3. Ensure the capacity development plans are developed, and implemented by the Cluster Education Technical Coordinators as part of program implementation in the Cluster and Area Programs (AP) to improve staff performance.
Learning and Innovation
  1. Generate, document, and disseminate lessons learned and good practices from the implementation of Education Technical Program within the APs for program effectiveness.
Responsible for generating innovations by working with the Knowledge Management focal person.
Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Perform other duties as required.
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
  • Minimum Qualification and experience requiredDegree Education or other related field with 5 years International Non Governmental Organization work experience.
  • Preferred:
  • A minimum of three years proven experience and skill in management of Education projects design and implementation.
  • Leadership and Team Work abilities.
  • Project Management and design experience, as well as project implementation and monitoring & evaluation
  • Excellent interpersonal, organizational, time management, demonstrated leadership and good management ability
  • English communication skills (oral and written)
  • Strong detail orientation and negotiation skills
  • Computer literate in Word, Excel, PowerPoint
  • Experience in working with various major donors and government donor agencies
  • Cross-cultural sensitivity, flexible worldview emotional maturity
  • Capacity to function well in a team and contribute effectively to team efforts
  • Proven networking abilities at local and international levels
  • Ability to maintain performance expectations in diverse cultural contexts, psycho-logically stressful environments and physical hardship conditions with limited resources
  • Commitment and ability to inspire others to World Vision Core Values, Vision and Mission Statement.
Working Environment / Conditions:
  • Work environment: 55% field based and 45% Office based
