To effectively and efficiently manage the Finance function and support the Regional Office in the RAF, enabling the region to make sound business decision and advise the region about the importance of budgetary planning and financial implications of the business decisions, through promotion of the risk management, conformance reporting and procedural standards, compliance and implementation of financial principles, implementation and continuous enhancement of internal controls and compliance with and in support of financial management policies of RAF, the PFMA, Treasury Regulations and other related laws and regulation.

Purpose of the Job:
To effectively and efficiently manage the Finance function and support the Regional Office in the RAF, enabling the region to make sound business decision and advise the region about the importance of budgetary planning and financial implications of the business decisions, through promotion of the risk management, conformance reporting and procedural standards, compliance and implementation of financial principles, implementation and continuous enhancement of internal controls and compliance with and in support of financial management policies of RAF, the PFMA, Treasury Regulations and other related laws and regulation.
Key Performance Areas:
• Develop, implement and maintain effective and efficient systems (policies and procedures) for financial accounting and reporting
• Manage claims payment process
• Manage an effective payment cycle on the claims address book (BIF)
• Cash flow forecasting and management in terms of the claims
• Monthly management reporting on performance of the Regional Finance function in the region
• Coordinate the regional forecasts to enable complete and sufficient budget requests in a timely manner
• Analyse, review budget requests to substantiate reasonability of requested funds
• Advise management on budget and expenditure based on PFMA and National Treasury Regulations or notes
• Ensure compliance with PFMA, Treasury Regulations and applicable legislation
• Effective internal controls and measures implemented over regional finance function
• Advise facilities management of processes to follow with regard to write-off and impairment of assets in compliance with IFRS or other relevant or applicable guidelines
• Comply with RAF policies, process constitution, National Treasury Regulations and PFMA
• Follow up on payment of suppliers and service providers
• Comply with senior management directives, policies and procedures
• Effectively follow up and resolve audit findings for both internal and external audit
• Ensure that all employee’s job descriptions, key performance areas and targets are kept updated
• Ensure that subordinates perform tasks allocated to them and adhere to procedures.
Qualifications and Experience:
• Minimum BCom Accounting or equivalent Financial degree
• Ideal: CA(SA), CIMA or equivalent
• At least 7 years’ experience in a financial environment, of which 3 years must have been at management/supervisory level
• Public sector experience will be advantageous
• Advanced MS Excel will be advantageous
• Knowledge of the PFMA, National Treasury Regulations, IFRS and GAAP.
Technical and behavioural competencies required:
• Knowledge of financial systems, monthly financial packages and general ledger reconciliation
• Sound knowledge and understanding of basic accounting practices
• Solid knowledge of financial management principles and techniques
• Experience in financial software packages (SAP) and Microsoft Office packages
• Communication and interpersonal skills
• Planning and organising skills
• Good leadership and strong management skills
• Good financial management skills.
Remuneration: Total cost to company of the minimum remuneration package applicable to this position is R674 012 per annum and will be negotiable commensurate with experience.

NB: RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in manner that suit their needs.
