Introduction
Palladium has been implementing a regional smallholder agricultural development project covering selected areas of Zimbabwe, Swaziland and Lesotho known as the Seed and Markets Project (SAMP) from 2010. Palladium is now looking to consolidate the accomplishments through SAMP 3, beginning in October 2015. In SAMP 3, an exit strategy approach will be adopted whereby Palladium will be moving to a more ?grants based ? facilitation? role which focus on strengthening the community enterprises established under the first two phases. In additions, women?s empowerment in the target communities will be extremely important.
Primary responsibilities
The Finance and Admin Manager is responsible for developing, implementing and managing systems to ensure effective financial management within SAMP3.
  • Overseeing all financial management including funds disbursement, requests and acquittals;
  • Preparing monthly payroll for Fixed Term employment contracted staff;
  • Ensure financial systems are complementary to administrative systems;
  • Preparing and managing monthly financial statements, and forecasts
  • Maintaining overview of programme expenditure against programme budgets;
  • Maintaining a rolling cash flow projection;
  • Manage and respond to audits;
  • Ensure the appropriate use of programme codings and the up to date documentation and reconciliation of programme expenditure
  • Train and mentor SAMP3 staff on the use of the financial system, for example supporting all budget holders in the budget preparation process/financial management procedures;
  • Ensure effective, prompt and value for money procurement, including leading the process of introducing and establishing systems and processes to capture VFM;
  • Manage all programme banking requirements ensuring that clear audit trails are left of all transactions
  • Supervise the Finance Assistant in Pretoria and the sub-offices
  • Support programme staff in the preparation of subcontracts, hiring management of subcontractors including review of Terms of Reference and negotiating fee rates and daily subsistence allowance (DSA) of subcontractor consultants
  • Ensure that the general office facilities are running smoothly;
  • Ensure compliance with other regulatory requirements relating to the employment of staff and all assets procured or leased by the project;
  • Negotiation, preparation and management of all contracts of suppliers and service providers relating to programme operations;
Essential Education and Experience Required
  • 8 - 10 years relevant experience. 3 - 5 years should have been spent on the financial management of a similar project;
  • Experience working on an international development project;
  • Regional experience, and fluency in English;
  • Setting up and establishing financial systems;
  • Financial management of a project worth 5M - 10M per annum (preferable);
  • Grants management experience
