TITLE: Human Resources Officer
DEPARTMENT: Human Resources
SUMMARY:
In October 2011 PSI Lesotho launched the Testing and
Referral Gateway for Enhanced Sustainability (TARGET)
Project funded by Centre for Disease Control (CDC). This
project contributes directly to Lesotho’s National Multi-
Sectoral HIV Prevention Strategy, by reducing the impact
of HIV and AIDS in Lesotho by deploying evidenced-based
sexual and biomedical prevention programs. TARGET uses
innovative strategies to provide confidential, community
and facility-based HIV testing and Counseling (HTC) services
to men and women aged 15-35 years as the major target
group.
Main objective of the position
The main objective of the job is to facilitate and coordinate
PSI HR processes in order to achieve Organizational HR
objectives.
This job is based in Maseru and reports to the Human
Resources Manager.

1. HR Administration
1.1. Administration of leaves; Payroll; Benefits
1.2. Maintains HR information – HR database fi ling
1.3. Update Organizational Chart and Call Tree
1.4. Maintain all personnel fi les so that all data is available
and current
1.5. Capture Data from timesheets including leave
tracking sheets for overtime
2. Organization HR Support
2.1. Act as junior HR consultant to other departments in
the organization
2.2. Provide support to staff in implementation of HR
solutions, policies and procedures addressing
employee lifestyle
2.3. Advise and guide staff on grievance and discipline
issues
2.4. Review job descriptions periodically and advice if
they are no longer relevant
2.5. Assist departmental heads in revision of subordinate
job descriptions as changes occur in responsibilities.
2.6. Support individual staff members through listening
to their issues or providing lay counseling
2.7. Communicates pertinent staff issues to all.
(deaths, illnesses etc)
2.8. Process staff termination documentation
3. Inductions and Training facilitation
3.1. Facilitate the orientation process of new employees
3.2. Communicates all HR related policies and procedures
to employees for their understanding and compliance
3.3. Assist HR Manager in coordinating activities related to
training and staff development
4. Implementation of HR Policies
4.1. Provide support to staff in implementation of HR
solutions, policies and procedures addressing
employee lifestyle
4.2. Act as Safety Officer in the corporate office
5. Performance Management
5.1. Provide support to staff in implementation of PSI PMS
5.2. Compile employee performance data and produce
reports
6. Personal and Department Development
6.1. Keep up-to-date with HR trends and best practices
in the International Non – profit environment, and
advice relevantly to HRM
6.2. Advice HRM on changes in legislature, best practices,
and any other relevant industry changes
7. Recruitment
7.1. Coordinate recruitment activities with third parties
eg. Candidates, adverts
7.2. Long – list candidates
7.3. Coordinate Interviews with hiring department
7.4. Follows up with unsuccessful candidates
8. Confidentiality – Maintain the confidentiality of HR
Records
9. Represent HRM within prescribed bounds in absence or
as required

to perform other assignments apart from those mentioned here.
EDUCATIONAL QUALIFICATIONS
1. Degree in Human Resource Management or equivalent
2. 5 years work experience in HR
3. 2 Years working in an NGO will be an added advantage
4. 2 Years licensed driving experience
KEY COMPETENCIES
1. Computer literacy in Microsoft Excel and Word
2. Proven excellent interpersonal skills
3. Organizational Skills
4. Fluency in written and spoken English
5. Familiarity with Lesotho Labor Laws
6. Proven capability of handling classified information
