The Lesotho National Development Corporation (LNDC) invites applications from suitably qualified Basotho nationals for the following four (4) positions at LNDC Headquarters:
1. PROCUREMENT AND CONTRACTS MANAGER
PURPOSE OF THE JOB
The purpose of this job is to ensure effective and efficient management and coordination of all procurements and contract management for the LNDC
KEY RESPONSIBILITIES
• To be in charge of coordination and management of the procurement functions;
• To set-up and implement a framework and systems for procurement management for the corporation
• To ensure the implementation of all procurement provisions in accordance with Agreements with financiers and the Government of Lesotho;
• To design and oversee the implementation and maintenance of procurement processes and systems and accompanying manuals and guidelines clearly delineating roles and responsibilities
• To coordinate the development of procurement strategies that will guarantee the delivery of high quality goods, works, or services in a timely fashion in line with planned activities
• To coordinate the development and review of departmental procurement plans, and consolidate into one procurement plan. The PCM will also be expected to oversee implementation of this plan.
• To develop and oversee the implementation of guidelines for the supervision, management and monitoring contracts for goods, works or services at departmental level including the receipt, review and clearance of deliveries, and the clearance of payments
• To manage and administer the selection of consultants under the projects including initiating the set-up of evaluation committee and managing all stages of the procurement cycle; short-listing of consultants, preparation of invitations for technical and financial proposals, evaluation of technical and financial submissions, preparation of contracts, supervision of consultancy contracts, reviewing claims and preparation and certification of payment certificates;
• To liaise with the Corporation’s Tender Committee to seek/obtain approval for procurements where applicable;
• To regularly inspect and review procurement management and systems to ensure compliance with provisions of the framework.
• To prepare all procurement reports regularly and timely in line with the Procurement manuals and any other policy requirements.
• To liaise with departmental teams on their respective procurements requirements and provide regular updates.
• To supervise the Corporations’ procurement staff.
REPORTING CHANNELS
The incumbent to this position will report to the Head Finance.
QUALIFICATIONS AND EXPERIENCE
• A Bachelor’s Degree in Business Administration, Commerce, Engineering, Law, Procurement or related field. A post graduate qualification in a procurement related field will be an added advantage.
• Professional qualification in procurement as well as membership of a professional body with good standing will be an added advantage.
• Extensive work experience of at least Six (6) years in procurement and implementation in the public sector and donor related/funded projects with at least (3) three of them at senior level and must demonstrate advanced knowledge and understanding of Government of Lesotho Procurement procedures under the Public Procurement Regulations 2007.
• At least two years’ experience in dealing with or managing procurements for donor funded projects. Specific experience with African Development Bank and BADEA funded projects is an added advantage
2. INVESTMENT SERVICES MANAGER
PURPOSE OF THE JOB
The purpose of this job is to assist new investors to set up and provision of aftercare services to investors.
KEY RESPONSIBILITIES
• Provide timely analysis of economic impact of proposed investment projects
• Develop and maintain a system for implementation and monitoring of projects
• Assist the Head of the Division in the development of strategic plan for the Division
• Preparation of strategic investment policy analysis to inform sectoral cluster development
• Periodic assessment of LNDC portfolio of companies
• Supervise preparation of rescue plans for ailing portfolio companies
• Development of investment support services instruments
• Allocation of factory shells and industrial land
REPORTING CHANNELS
The incumbent to this position will report to the Head Investment Services
QUALIFICATIONS AND EXPERIENCE
• Master’s Degree in Economics, Marketing or MBA
• 5 years relevant experience

3. FOREIGN INVESTMENT PROMOTION OFFICER
PURPOSE OF THE JOB
The purpose of this job is to promote and market Lesotho as a preferred investment destination.
KEY RESPONSIBILITIES
• Collect information to facilitate investment promotion and planning
• Develop and update investment promotion and marketing tools
• Implement investment promotion plans and programmes
• Undertake direct marketing campaigns
• Arrange for and host site visits for investment
• Design and implement strategies for follow up of investment leads to solicit firm commitment to invest
• Design investment promotion presentations
• Participate in the preparation of annual divisional workplans, training plans and budget
• Recommend innovative national branding activities to project Lesotho globally as an attractive location for investments
REPORTING CHANNELS
The incumbent of this position will report to the Foreign Investment Promotion Manager
QUALIFICATIONS AND EXPERIENCE
• BA Economics, Marketing or Business Administration
• 3 years relevant experience
• A strong marketing experience is added advantage

4. DOMESTIC INVESTMENT PROMOTION OFFICER
PURPOSE OF THE JOB
The objective of this job is to provide technical support and hands-on delivery, at the implementation level of Divisional activities.
KEY RESPONSIBILITIES:
The successful incumbent will be responsible for, among other things:
• Implementing plans for the development and promotion of Lesotho’s domestic industry
• Implementing the investment promotion strategy of the Corporation
• Delivering Divisional activities relating to providing capacity building and support to local entrepreneurs
• Providing technical support in all research related activities of the Division
• Facilitating local business’ access to funds
• Providing business support and mentorship
• Providing support in the development of Divisional plans
• Preparing all relevant Divisional reports
• Any other duties as may be assigned from time to time
REPORTING CHANNELS
The incumbent to this position will report the Domestic Investment Promotions Manager
QUALIFICATIONS AND EXPERIENCE
• Bachelor’s Degree in Economics, Business Administration, Management or Accounting
• No less than 3 years’ relevant experience
• Demonstrable experience and knowledge of the local private sector
• Demonstrable knowledge of the Lesotho economy
• Knowledge of a second foreign language (French or Chinese) an added advantage
