Chief of Party, AIDSFree - Swaziland Project

Introduction:
The Strengthening High Impact Interventions for an AIDS-free Generation (AIDSFree) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development under Cooperative Agreement AID-OAA-A-14-00046. AIDSFree is implemented by JSI Research & Training Institute, Inc. with partners Abt Associates, Inc., Elizabeth Glaser Pediatric AIDS Foundation, EnCompass LLC, IMA World Health, The International HIV/AIDS Alliance, Jhpiego Corporation, and PATH. AIDSFree supports and advances implementation of the U.S. President’s Emergency Plan for AIDS Relief by providing capacity development and technical support to USAID missions, host-country governments, and HIV implementers at the local, regional, and national level. AIDSFree is seeking an experienced Chief of Party to serve as the managerial lead for the AIDSFree program in Swaziland, a multi-year activity to provide systems strengthening for improved patient outcomes in Swaziland. The Chief of Party will be the most senior position in-country, and will provide leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities supported by AIDSFree in Swaziland.
The Chief of Party position is being recruited through the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) which is the lead partner on AIDSFree activities in Swaziland.
Essential Duties of the Position:
The Chief of Party is responsible for providing overall strategic and programmatic direction as well as financial, administrative, operational support, and management of the AIDSFree Swaziland project.
Responsibilities include, but are not limited to, the following:
  • Oversee overall planning, coordination, implementation and management of the AIDSFree project in Swaziland and establish the administrative framework to monitor progress toward the achievement of the goals and objectives of the program.
  • Serve as the AIDSFree representative for all purposes of the agreement and will be responsible for the activities of all long- and short- term personnel under the agreement, and maintain regular, direct and close relationships with the various departments of the Ministry of Health and with the USAID Mission to respond to any contractual questions and formal agreement obligations related to the AIDSFree project.
  • Work closely with JSI and the AIDSFree consortium members in the project planning and implementation and also to work closely with other Implementing Partners in-country to ensure successful collaboration in implementation of activities.
  • Responsible for leading a productive AIDSFree Swaziland project team, set goals communicate direction, and ensure quality and timeliness of work and completion of activities within budget.
  • Communicate in a timely fashion with AIDSFree headquarters on progress of project activities and flag challenges that need to be addressed. Ensure accuracy and timely submission of all quarterly and annual reporting requirements.
  • Ensure compliance with USAID policies, rules and regulations and ensure that the project’s financial systems and controls comply with generally accepted accounting practices and USG standards.
Required Qualifications:
  • MD plus Master’s degree or higher in Public Health, Medicine or equivalent related field
  • 10+ years successful experience managing complex multi-sector programs related to HIV/AIDS and TB in a developing country setting
  • Recent experience with PEPFAR funded programs
  • Proven experience in leading and managing staff, including recruitment, staff development, training, mentoring, and performance assessment.
· Demonstrated financial management experience, including preparing and managing budgets and contracts.
· Proven experience in networking, public relations, communications, advocacy and new business development.
· Ability to travel nationally and internationally up to 30%.
Knowledge, skills and Abilities:
· Demonstrated ability to manage complex programs in an integrated HIV/AIDS service delivery setting, coordinating with multiple ministry directorates and NGO partners.
· Proven experience working with diverse implementation strategies, while maintaining due adherence to approved ministry methodology.
  • Excellent strategic planning skills, including the ability to merge the technical and operational demands of the program into a cohesive structure.
· Demonstrated leadership skills in working and collaborating with other donors, host country institutions including MOH and other government ministries, international organizations
  • Knowledge of principles and practices governing USAID, CDC, and/or other US Federal grant programs.
· Excellent organizational, analytical, oral and written communication skills
  • Energetic, independent, self-motivated individual with a solutions based approach while demonstrating innovation, integrity, quality, creativity, flexibility and resilience.
  • Ability to cultivate effective communication channels within the country office, EGPAF headquarters, JSI, other AIDSFree consortium partners and other implementing partners/stakeholders.
  • Excellent oral and presentation skills with small and large audiences. Confidence in handling prominent gatherings, media and events where high-level protocol is to be observed.
  • Strong understanding of the international development context and experience in the international development sector (NGO, direct bilateral, multilateral relationships) and with cross cultural teams.
