JOB TITLE SYSTEMS MANAGER
DIVISION MANAGEMENT INFORMATION SYSTEM
GRADE: I
RESPONSIBLE TO DIRECTOR

MAIN PURPOSE OF THE JOB
To coordinate, and supervise all activities related to the design, development, and
implementation of organizational database management and software applications.
Maintaining, supporting, and upgrading existing systems and applications.

MAIN DUTIES
1.0 COORDINATES APPLICATION SOFTWARE DEVELOPMENT AND
DATABASE MANAGEMENT.
• Liaises with sectional heads to agree on current and future projects;
• Liaises with database Administrator and programming staff to design the system;
• Performs quality assurance checks on all new systems at all stages of development;
• Develops software and technical architectural design strategies to satisfy users
requirements;
• Analyses existing and new application systems;
• Approves new systems and enhancements for release to users;

2.0 ASSURES EFFECTIVE ADHERENCE OF THE SYSTEM DEVELOPMENT
GROUP TO FORMAL PROCESSES, STANDARDS, AND QUALITY PRACTICES
IN ALL ACTIVITIES.
• Enforces programming languages standards;
• Adopts documentation standards and formats;
• Implements database management systems standards;
• Defines storage redundancy, backup, disaster recovery process;

3.0 MONITORS THE PROGRESS OF ALL SYSTEMS DEVELOPMENT AND
DATABASE ADMINISTRATION.
• Provides guidance on all aspects of systems development;
• Analyses database and systems performance reports;
• Provide timely monthly reports on various assigned tasks to the director;
• Monitors development and modification of existing application and software on the
computing systems;

4.0 KEEPS ABREAST OF ALL NEW INNOVATIONS IN SYSTEMS DEVELOPMENT
TECHNIQUES AND DATABASE ADMINISTRATION,
• Recommends changes on performance of application systems and database to improve
reliability, extensibility, security and scalability;
• Evaluates and recommends state-of-the-art development tools for use within the systems
development and database environments;
• Recognizes and identifies potential areas where existing policies and procedures
require change, or where new ones need to be developed.
• Holds regular meetings with vendors in the assessment of advanced application
systems, system development tools, operating syStems and database production
systems in test participation.
• Attends computer fairs, exhibitions and user group meetings;

4.0 CARRIES OUT THE ADMINISTRATIVE MATTERS OF THE SECTION.
• Develops annual objectives for the section;
• Consolidates training plans and submits to Director for approval;
• Appraises staff to assess their performance and to enhance individual development;
• Approves sectional work plans to ensure adherence to departmental objectives;
• Participates in the preparation of sectional annual budget;
• Attends to management meetings;
• Provides on the job training in best practices, methods, and other related computer
languages.

JOB SPECIFICATION
Education and Training
Masters degree in Information Technology

Working Experience
Two (2) years experience at senior managerial level in a related field

OR
Bachelor degree in Information Technology

Working Experience
Four (4) years experience at a senior management level in the related field.

Other relevant Knowledge
• Knowledge of the national IT policy
• Knowledge of Public Service Rules and Regulations
• Knowledge of Financial Regulations, Financial Institutions Act,
• Knowledge of Oracle, Project and Research tools

The task requires responsibility for supervising and managing the activities of the section as well as overseeing proper implementation of policies and Legislations pertaining to
Information Systems applications and database management.
