Manager Regional Trade Job at Ministry of Trade & Industry

JOB TITLE: MANAGER REGIONAL TRADE
GRADE: I
RESPONSIBLE TO: DIRECTOR OF TRADE
Job Summary
Under the direct supervision of the Director of Trade, the officer is responsible for market
access of goods and services in regional markets including facilitation of trade in such
markets. The officer shall ensure alignment of Lesotho’s trade policy in Regional Trade
Agreements.
TRADE MAINSTREAMING AND FORMULATION OF POLICIES AND
STRATEGIES
Provide technical input in the formulation of National Development Policies, Strategies and
related Legislations.
• Initiate the development of research, options and position papers to inform the identification
of national negotiation positions in regional trade.
• Represent Lesotho in regional trade negotiations and preferential Arrangements.
DOMESTICATION , IMPLEMENTATION OF AGREEMENTS AND
ARRANGEMENTS
• Ensure that Lesotho obliges with her Regional obligations.
• Ensure dissemination of information on Market Access opportunities and trade related
information.
• Identify areas for harnessing aid for Trade initiatives.
• Maintain sustainable networks with line Ministries and related Agencies.
• Maintain sustainable networks with relevant Departments, Ministries and Agencies
responsible for trade promotion.
ADMINISTRATION AND MANAGEMENT OF THE DEPARTMENT
• Monitor the impact / implication of implementation of regional trade agreements on
Lesotho’s economy.
• Contribute to designing appropriate capacity training needs for personnel in the external
trade section.
• Supervise personnel working on regional trade issues.
• Assist the Director in overall administration of the department.
KNOWLEDGE AND SKILLS
1. Education and Training
Masters Degree in Economics, International Trade, Business Administration with three (3)
years working experience in a middle — management position in a trade related environment.
OR
Undergraduate Degree in Economics, International Trade, Business Administration, plus five
(4) years working experience in related field.
OTHER RELEVANT KNOWLEDGE
Thorough understanding of regional trade integration issues particularly at SACU, SADC
and AU.
