1. POSITION: RECTOR
JOB SUMMARY
Under the general supervision of the Chairman of LP Governing Council, the Rector is in charge of the overall administration and management of the academic and administration operations of the institution/Polytechnic. He/ she is the Chairperson of the Senate and various management Committees of the Polytechnic.
JOB DESCRIPTION
1. Provides policy directives in accordance with the goals and objectives of the Polytechnic;
2. Prepares and presents regular and annual reports of the Polytechnic to the Governing Council;
3. Ensures adherence of institutional policies and regulations as approved by the Governing Council;
4. Solicits Donor assistance on behalf of the Polytechnic with various national and national Donor Agencies for the development of the Institution;
5. Represents the Polytechnic in appropriate forums and high level meetings with various organizations;
6. Ensures compliance and adherence to the Polytechnic’s approved
Budget;
7. Oversees day to day proper functioning and management of all the departments through an effective and strategic management structure;
8. Ensures that the Polytechnic has adequate financial, human and physical resources to function both efficiently and effectively;
9. Recommends changes relating to the organization of various units of the
Polytechnic to Governing Council with a view to enhancing operational efficiency;
10. Ensures quality education and training through collaboration and establishment of academic links with similar institutions and various stakeholders;
11. Maintains discipline and control of the staff of the Polytechnic;
JOB SPECIFICATIONS
Academic Qualifications
Post Graduate qualification in Education Administration, Law or Business
Administration with at least five (5) years management experience (preferably in a Tertiary Institution environment);
PHD in Education Management/Administration will be an added advantage
KNOWLEDGE, SKILLS & ATTRIBUTES
Excellent Leadership and Management skills
Good dynamic management styles and approaches
Ability to coordinate multifacets activities of the organisation
Ready to work under pressure and to meet targets
Must be innovative and creative in generating revenue for the institution
DURATION OF THE CONTRACT
The Position is for a 5 year contract with a possibility of renewal based on performance. The Institution offers remuneration benefits which are competitive to the market.
2. POSITION: BURSAR
JOB SUMMARY
Under the general supervision of the Rector, the Bursar is in charge of the financial, accounting and Taxation functions of the Polytechnic. Organizes and directs the operations of the finance/Bursary department.
JOB DESCRIPTION
1. Prepares the medium term financial expenditure plan and the annual budget in consultation with the authorities of the Polytechnic;
2. Ensures that there is a sound system of internal controls and a tight financial control environment, and evaluates the effectiveness of such controls for adequacy from time to time;
3. Monitors expenditure by all cost centers to ensure adherence to the budget expenditure limits and laid down control procedures;
4. Is responsible for procuring and accounting for all the revenue due to the
Polytechnic, to ensure that the short, medium and long term obligations of the institution are fully financed;
5. Ensures that the Financial Management, Procurement Procedures and policies of the Polytechnic are consistent with the best practice and are geared at ensuring value for money for the Polytechnic and are adhered to;
6. Ensures compliance with all the tax Laws requirements;
7. Compiles periodic management accounts reports to facilitate monitoring of revenue and expenditure against the budget so as to recommend an appropriate type of remedial action on items that are deviant from the budget.
8. Administers and coordinates all the cost management and the revenue generating activities of the Polytechnic.
9. Prepares the financial statements for presentation for the annual audit, and in that respect ensures that all the control and bank accounts are appropriately reconciled on a monthly basis.
10. Monitors the Procurement and inventory of goods and services, and that all laid down procedures for procurement are compiled with.
11. Ensures that there is an adequate insurance cover for all the assets of the
Polytechnic.
12. Serves as Secretary to the Board of Finance and the Polytechnic’s Tender
Board or Committee.
JOB SPECIFICATIONS
Academic Qualifications
Chartered Accountant, or CIMA plus at least 5 years post qualification experience in an accounting environment;
KNOWLEDGE, SKILLS & ATTRIBUTES
Computer skills (Latest & Relevant Accounting Model packages plus spreadsheet skills).
People leadership skills
Management of targets
Ready to work under pressure and to meet targets
DURATION OF THE CONTRACT
The Position is for a 4 year contract with a possibility of renewal based on performance. The Institution offers remuneration benefits which are competitive to the market.
