Based in Maseru, Lesotho
MSF is seeking to employ a HR Administration/Finance Assistant who will work together with the Mission HR/Administration Coordination office to ensure the implementation of the human resources management policy in line with national labour legislation and MSF policies, and ensure the availability of appropriate human resources (HR) for the proper functioning of the project. The HR Admin/Fin Assistant will be expected to execute administrative tasks and do follow up of project accountancy, according to Accounting manager’s indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
Responsibilities:
Administration: Applies all MSF policies, procedures and regulations; Ensures complete and transparent recruitment process together with Project’s HR/Admin Managers; Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance. Responsible for reviewing any visa required for national staff with assistance from the Coordination Office and visa agencies; Ensures quality and consistency of employees’ data captured; Execute administrative and legal related tasks, under supervision of the HR Coordination office; Draw up monthly pay slips for all staff ; Monitors leave balances; Follow up all expiring rental contracts. The follow up of expatriates for the Mission: reception, briefings, administrative follow up and responsible for application of and compliance with internal regulations; Support (when needed) the Coordination Secretary in all his/her tasks regarding movements for the mission (Eg. Organisation of travel and accommodation for mission teams and visitors, travel permits, visas, mission orders, daily allowances)
Finance: Responsibility for the implementation of internal controls as per MSF guidelines and specific instructions; Implement cash management procedures in order to ensure the highest control and security; Ensure all validation & control of receipts, and payments to suppliers, comply very strictly with MSF financial guidelines, and the purchasing / validation / payment procedures. Assist the Accounting Manager in the prevision of monthly treasury and planning; Carry out accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
Education, experience, knowledge and skills: Desirable finance, business, HR or administration related Diploma. Essential previous working experience of at least two years in relevant jobs. Desirable experience in MSF or other NGOs in developing countries. Good knowledge of common office software (Microsoft Office). Lesotho citizen or holder of valid Lesotho Work Permit.
