Background:
The Government of Lesotho has secured funds from Global Fund to fi ght HIV and AIDS as well as TB and Malaria. The
MOH has been selected as the major Sub Recipient to most of the signed grants between the MOF and the GF. Each
grant has targeted indicators and 94% of the Global Fund indicators are reported by the Ministry of Health. These
indicators refl ect performance on areas such as HTC, VMMC, PMTCT, ART, TB/HIV and Health Information Systems.
Monitoring and evaluation is one of the cornerstones of a country’s response to fi ghting HIV/AIDS and TB. It is intrinsic
to the Global Fund’s system of performance-based funding, in that it ensures that funding decisions are based on a
transparent assessment of results against time-bound targets. The Country is expected to demonstrate adequate
capacity in M&E in order to be able to periodically report and inform the Government and other development
partners particularly to the Global Fund on the progress made. In order to strengthen Disease Control Capacity on
M&E, the Ministry of Health is seeking M&E Offi cer to undertake the duties outlined below:
Purpose of the position
To provide technical capacity building and health systems-strengthening support that will enhance HIV and TB/HIV
surveillance activities in Lesotho. The M&E Offi cer will be full time to the Directorate of Disease Control in the Ministry
of Health to support its eff orts to enhance surveillance and monitoring and evaluation of HIV and TB/HIV collaborative
activities. The incumbent will participate in the strengthening of the Health information systems at all levels: National,
district, facility and community. With more focus on enhancing timely availability of HIV programmatic data on the
indicators reported to enable timely and accurate reports to the Global Fund by the country.
Key Deliverables of the M&E Offi cer
• Production of monthly and quarterly programmatic reports for Global Fund Report
• Reports tracking completeness and timely submission by the districts and facilities, otherwise take corrective
measures to report 100% completeness of submission rate from facilities countrywide.
• Reports on supportive M&E supervision at District and facility level
• Progress updates reports on research, surveillance and M&E supported under the Global Fund.
PRIMARY RESPONSIBILITIES
Under the direct supervision of the Head, Disease Control Directorate/M&E Manager (GFCU) the incumbent is
responsible for, but not necessarily limited to the following:
1. Providing data for reporting on all indicators which the country has committed to report on to the Global Fund.
2. Providing direct technical support to the MOH to strengthen HIV and TB/HIV surveillance in Lesotho. This will
entail supporting the Directorate of Disease Control to strengthen mechanisms to capture patient-level data, data
management, data analysis, data quality assurance, data dissemination and reporting at all levels;
3. Providing direct technical support to the MOH to strengthen the HIMS system (and other system, including EMR)
at the district and national levels;
4. Provide support to Health Facilities (Hospitals & Health Centers) to strengthen the systems for patient-level data
collection , analysis and usage;
5. Compile surveillance indicators for both national MOH and the districts, and use these to improve surveillance
activities.
6. Host national HIV and HIV/TB data base as dispatched from the districts and health facilities
7. Ensure that high quality HIV and TB/HIV data are available for the MOH and its partners to meet reporting
requirements within the set deadlines;
8. Prepare data for HIV and TB/HIV quarterly review and annual reporting
9. Advocating for, and promoting the use of HIV and TB/HIV strategic information in reviewing the HIV and TB/HIV
program progress, assessing quality of service delivery, informing HIV and TB/HIV programming and in decision
making;
10. Participate in operational research related to HIV and TB/HIV control undertaken by the MOH and/or other
implementing partners;
11. Organizing and participating in periodic, national HIV and TB/HIV data verifi cation activities.
12. Conducts MOH periodic HIV and TB/HIV supervision and Regular Data Quality Assurance Activities (RDQAs)
activities;
13. Supporting the MOH in the review and refi nement of HIV and TB/HIV care and treatment information tools and
national indicators, as necessary;
14. Provide training on monitoring and evaluation of HIV and TB/HIV services and participate in the MOH’s HIV and
TB/HIV trainings;
15. Provide regular follow up OSDV recommendations and management actions
16. Ensure timely reporting on data on indicators reported by PR to Global Fund.
17. Carry out other duties and responsibilities as assigned.
QUALIFICATIONS
1. A degree in Public Health, Demography, Statistics
2. Postgraduate training on M&E will be an added advantage.
EXPERIENCES
3. At least 2 years of practical experience in data collection, compilation, analysis and interpretation. Experience in
electronic data entry will be an asset;
4. At least 2 years’ experience in IT support and high profi ciency in relevant computer applications, particularly MSAccess,
Power point and Excel;
5. At least 2 years experience in health systems, particularly TB/HIV systems, and collection, analysis and
interpretation of quality health data will be an advantage
6. Excellent knowledge of Lesotho health information system required
7. Previous experience working with the MOH is also advantage
8. Ability and experience delivering training to participants who do not have a strong IT backgrounds;
9. Excellent interpersonal, facilitation, communication skills and team working skills preferred;
10. Must be willing to travel 30% of the time throughout Lesotho.
