Summary Scope of Work
The role of the Monitoring & Evaluation (M&E) Specialist will be responsible for all monitoring, evaluation and reporting activities under the award. The M&E Specialist leads the development of and manages the Monitoring and Evaluation Plan (M&E Plan) for this large-scale program. The Specialist develops and maintains systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. S/he conducts supportive supervisory visits to sub-grantees to observe, monitor, guide, and provide feedback on the use of data and indicators; analyze monthly data, and support training of M&E personnel in quality assurance methods. S/he will also be responsible for designing and maintaining the monitoring and reporting systems including development of appropriate data collection tools and build capacity of SCI field staff and local partners in M&E.
Specific Responsibilities
• Develop an M&E system including an M&E Plan for performance monitoring and reporting framework for SCI provincial program and partner staff.
• Develops and standardizes baseline, situation analysis and data collection tools for a community based management information system that is appropriate to the program’s requirements.
• Co-ordinates the process of baseline assessment and situation analysis in the target communities, supporting external consultants and evaluators where appropriate.
• Provides technical support to SCI program staff and partner staff to ensure appropriate monitoring and evaluation of all program activities.
• Leads development and review of appropriate indicators and mechanisms of assessing projects results for purposes of program improvement, advocacy and donor reporting.
• Assists program staff to produce quality and timely reports.
• Conducts participatory needs identification of local partners and community groups and builds their M&E capacity
• Develops simple but efficient community-based information management systems and tools
• Trains project and partner staff in specific skills in application of the M&E system and data collection tools

Qualifications and Experience
- Master’s degree in public health, social sciences, economics or a relevant discipline
- Minimum of five years’ experience in designing, monitoring, evaluating and reporting on program activities related to OVC, HIV care and support or international development in developing countries
- Significant studies in fields related to OVC/HIV care and support projects, international development and/or program monitoring and evaluation
- Experience in M&E for program performance and USAID programming required
- Experience in design and implementation of M&E systems in the OVC and HIV/AIDS programs in Africa preferably
- Demonstrated knowledge of host country management information systems is ideal
- Proven leadership to support the strengthening of the M&E systems within a host country’s Ministry of Gender, Children and Social Action, Ministry of Health and other international organizations to improve the availability and use of data for decision making purposes
- S/he must have strong writing and organizational skills for reporting on program and study results
- Experience working in Mozambique is preferable
- 10 Strong background or formal training in evaluating international development programs such as but not limited to, Social Protection, OVC, Family Planning and Reproductive Health and HIV/AIDS
