LOGISTICS OFFICER AT MINISTRY OF HEALTH

BACKROUND
The Government of Lesotho has received a grant from the Global Fund R8 TB. Parts of the proceeds of the grant are meant to support engagement of a Logistics Officer.

LOGISTICS OFFICER

JOB SUMMARY

Under the supervision of National TB Programme Manager, The Logistics Officer is responsible for ensuring a continuous and adequate supply of TB laboratory reagents and consumables, non health supplies and health supplies like TB patient kits are available for all districts. This is achieved through implementation and maintenance of the supply chain management system. These activities depend on a systems approach that involves processes for procurement, tracking and follow up of orders, monitoring of stocks, and comprehensive distribution procedures. The main duties include the following:

RESPONSIBILITIES
• Together with relevant NTP staff, forecast, implement, maintain and monitor procurement and distribution of supplies, TB patients kits and drugs for management of side effects and emergencies TB Laboratory reagents and consumables as well as M&E tools for central and district.
• Maintain and update electronic data base for the above.
• Coordinate with MoH Finance, GFCU and Procurement departments to ensure timely procurement, receipt and payment processes are implemented for all activities budgeted for under the GF R8 TB grant
• Coordinate with NDSO to assure appropriate and timely distribution of TB Patient Kits, supplies, consumables and reagents by NDSO to district
• Implement an inventory system at NTP Stores
• Ensure implementation of inventory and stock control at NTP and districts
• Ensure implementation of consumption and statistics data reports from district to the NTP
• Coordinate agreed donations of TB Patients kits and TB laboratory reagents and consumables distribute to district.

QUALIFICATIONS
• Degree in Logistics/ Business/ Commercial Studies plus 2 years experience
or Diploma In Logistics /Business/ Commercial Studies plus 4 years working experience in relevant field
• Proficient in basic Microsoft office softwares: Word, Excel and Power point
SKILLS
• Strong communication skills both verbal and written.
• Liaise/network both internally and externally
• Training skills desired
• Ensure daily duties are addressed in a timely fashion.
• Ability to function as a team member

Applicants not contacted in three weeks from the closing date can assume that their application has not been successful. The Ministry has no obligation to fill the position if no candidate has been identified and the engagement will be from December 2014 to September 2015.
