CHIEF OF PARTY, SOUTHERN AFRICA ENERGY


RESPONSIBILITIES AND DUTIES:
Engility Corporation, building on IRG’s legacy in international development, is currently seeking a Chief of Party for an anticipated USAID-funded Power Reforms project in Southern Africa Region. The project is intended to assist the country’s goals increasing electric power generation and renewables capacities, expanding transmission and distribution, and have committed to make the utility and energy sector reforms to pave the way for investment and growth. The goal is to remove the power constraints to economic growth and spur trade and investment, while mitigating long-term greenhouse gas emissions trajectories. The project will serve as a catalyst that will spark a transformation in South Africa’s energy and power sector. The immediate outcome will be increased supply of and access to reliable, affordable, and sustainable power for millions of people and the enhanced responsible and transparent management of energy resources.
In support of the project, USAID has identified a number of interventions designed to:
  • facilitate the development and financial close of power generation and renewables, transmission and distribution transactions,
  • and (ii) support the adoption and implementation of policy, regulatory, and enabling environment reforms in support of greater private sector engagement and investment in the energy and power sector in Southern Africa.
The Chief of Partyrole is to manage all project execution tasks, reporting directly to USAID. S/he will lead the team of experts and will be making management decisions on technical, operational, and financial issues. S/he will be leading various tasks including, but not limited to presentations to USAID, other USG programs, donors, and Southern Africa Government Authorities. S/he will be fully familiar with a wide range of issues that may be raised in such settings to be able to properly respond to questions and concerns, and to provide effective solutions. COP responsibilities will include but not be limited to the following:
  • Oversee technical, operational and financial aspects of the project implementation, in consultation with USAID COR. In this capacity, s/he will direct the efforts of local and international experts and subcontractors implementing project activities;
  • Coordinate with other USAID implementing partners, USG programs and donors, including for the Delivery Units.
  • Responsible for government relations and quick project start-up/mobilization;
  • Provide leadership in the following areas;
  • Power and renewables project development and transaction support and policy assistance designed to facilitate financial close of private sector power projects.
  • Regulatory and institutional strengthening to the DOE, Regulatory Commission, and other government stakeholders, i.e. state utility ESKOM
  • Capacity building and knowledge transfer to ensure project sustainability
  • Strategic planning, financial and budget management;
  • Facilitate partnerships with institutions for transfer of lessons learned, best practices, and technical information to provide sustainability.
  • Strategic communication on power and energy sector reforms supporting high level working group meetings, conferences, and training programs.
  • Organize regular monitoring and reporting of project results to USAID and government stakeholders.
This is a contingent position based on funding from the customer. MINIMUM TANGIBLE QUALIFICATIONS:
  • Minimum 15 years of management experience implementing international development projects in the areas of: supporting national/regional energy planning, clean energy policies; and full project cycle experience with clean energy projects (IPPs and PPPs).
  • Proven management and leadership of high profile, international donor-funded programs with experience in strategic planning, management, supervision, and budgeting.
  • Advanced degree (Master’s or PhD) in a relevant field.
  • Experience building the capacity of regional, national, and local institutions, and private sector organizations.
  • Evidence of excellent intercultural communication skills and proven experience in facilitating dialogue, coordination, and collaboration among the energy industry, financial sector, donors, and government.
  • Ability to establish solid working relationships with high-level/senior national and local government officials, the private sector and civil society.
  • Former Chief of Party position held on a USAID program, or equivalent Management/Leadership experience on another donor funded program.
  • Strong analytical and writing skills and proficiency with Microsoft Office (e.g., Word, Excel, Project, PowerPoint, etc.). PREFERRED QUALIFICATIONS:
  • Experience working directly for USAID or with USAID funded programs.
  • 5 years prior work experience in the Southern Africa energy sector and understanding of clean and renewable energy best practices in the Southern African context preferred.
