BACKGROUND INFORMATION
Roads Directorate (RD) has been established through Roads Directorate Act 2010 within Ministry of Public Works and Transport as a body corporate with perpetual succession and it is a non-profit making public institution. It is responsible to the Board of Directors. Roads Directorate manages road infrastructure and ensures that existing roads and access routes are comprehensively and regularly maintained and rehabilitated
when required, upgraded and extended in an efficient manner to meet the needs of the economy and the nation. The main functions of the Roads Directorate are road network planning, development and maintenance;
quality assurance as well as construction and maintenance of footbridges
POSITION: DIRECTOR ROAD NETWORK PLANNING
KEY PERFORMANCE AREAS
• Manages project designs for both bridges and roads, rehabilitation, upgrading and
ensure conformity to standards of road geometry and safety. Ensures carrying out of
road safety audits, updating of specifications and procurement of contracts for works
and services.
• Assist in procurement of all consultancy services required for specifications, feasibility
studies and geotechnical, hydrological and topographic surveys of bridges and roads.
• Ensures that the procurement processes are carried out as per approved documents in
line with all the existing legislation. Identify and develop design and quality standards
(geometric, pavement, bridge, quality, environment and resettlement, safety etc.).
• Establish the framework wherein all services (investigation, survey, design, preconstruction
services and supervision) can be provided, or procured by the Directorate.
• Prepares, reviews and submits rolling plans for construction works under Road Sub
Sector to secure funding for projects.
• Ensure that environmental and resettlement audits on prospective and ongoing
projects are carried out, gives necessary advice on those issues.
• Ensure that all designs and other services carried out by consultants and in house staff
are properly reviewed, checked and maintained in respect of meeting all the standards
in accordance with the defined procedures.
• Holds monthly, quarterly meetings to review performance and supervision of
construction works and consultancy services to ensure meeting targets and seek
clarifications where there are delays and advice on/ implement the corrective measure.
QUALIFICATIONS & EXPERIENCE
Make direct contact with Development Partners and other foreign organizations, government department who are working
with/ for the Division including those proposing to work and those who have recently completed work with/for the Division.
• Is responsible for the proper functioning and discipline of the Division and in cases of default he is to recommend to the
Director General for disciplinary proceedings to be instigated against the concerned personnel.
• Ensuring that the annual budget estimates for all works and services in the division are prepared by the prescribed time,
review the estimates and make the necessary requests to the Director General for the appropriate budget allocations and
monitors allocated budget performance of the division.
QUALIFICATIONS AND EXPERIENCE
• Bachelor of Science Degree in Civil Engineering from recognized institution and Postgraduate Degrees would be desirable
• Ten year (10) experience in the management of road and/ or bridge technology and construction especially in road network
planning, programming, road and bridge design, and procurement of services plus a minimum of five (5) years experience in
management of road infrastructure at s Senior level within the public or private sector
• Demonstrated experience in change management within public or private sector entities would be a distinct advantage
• Membership of Professional Leadership development Bodies is desirable
Proven leadership and team management skills; strategic business and management skills; planning and organizational skills,
excellent in people management skills; sound specialist knowledge; problem solving and analytical skills; knowledge of the
legal framework within which Government operates; performance management skills; effective presentation and public
speaking skills and ability to represent the Directorate within business, government and community sectors; human resource
management; understanding of consultative processes and knowledge of customer service strategies; effective oral and
written communication; good negotiation and computer literacy skills.
