Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners.
We are now seeking a Country Manager for Southern Africa Cluster Countries (SACC), Zimbabwe and Lesotho, to be based in Harare, Zimbabwe.
The Country Manager is the overall responsible for Norwegian Red Cross supported programmes in the countries. Norwegian Red Cross supports programmes in National Society Development (including Financial and Branch Development) as well as DRR, Health and Youth Delegates. Extensive travel in the region is required.
The Country Manager represents the organization vis-à-vis the Zimbabwe and Lesotho Red Cross National Societies, The ICRC, The IFRC, other Partner Red Cross and Red Crescent National Societies, the Norwegian Embassy and international donors and organizations present in the in the region.
This is a new position, reporting to the Norwegian Red Cross Regional Representative for Africa based in Nairobi, Kenya.
Overall responsibilities
  • Maintain and ensure efficient communication, information flow and coordination with the regional team at HQ and field. Provide information on programmatic and operational issues to Regional Representative and relevant Programme Coordinator.
  • Develop and maintain close partnerships with Host National Societies as well as with the Red Cross Movement
  • Maintain communication vis-à-vis the Norwegian Embassy/Consulate and international donors, such as ECHO, and other relevant actors in the country
  • Provide analisis of political, socio-economic and humanitarian trends in the country
  • Provide strategic guidance to the development and composition of the NorCross portfolio in accordance with the NorCross International Strategy.
  • Contribute to enhancing the NorCross profile in the public debate in Norway on humanitarian issues by identifying relevant topics and contribute with media material in coordination with HQ.
  • Provide guidance and support on programmatic issues to NorCross staff in the country Provide input, support and guidance to the annual budget process
  • Travel to disaster-affected areas within the country upon request from Regional office.
  • Be the primary contact point for the Host National Societies (HNS). Cooperate closely with HNS, ensuring common understanding of goals, priorities and programmes. Responsible for monitoring the cooperation partner’s implementation of programmes, and documenting the monitoring through the PMER system.
  • Surveillance and analysis of information regarding ongoing, sudden and slow onset catastrophes, crisis and conflicts
Basic selection criteria
Required
  • Relevant post-secondary degree (i.e Health, Disaster Management, Adminstration Management)
  • Proven experience in designing and management of programmes
  • Proven experience in financial management
  • Advanced knowledge of programme cycle management
  • Advanced communication skills
  • Strong diplomatic & representation skills
  • Fluent in English
Preferred
  • Field experience in the region or similar contexts
  • Experience in supporting Organisational Development processes is highly desirable
  • Experience managing EU/ECHO grants is an advantage
  • Experience in working for the Red Cross /Red Crescent Movement is an advantage
  • Knowledge of regional languages would be an advantage as would be knowledge of Norwegian
  • Experience in working for the RC/RC Movement is an advantage
