Finance and Administration Manager


Restless Development South Africa is a growing Hub within our global agency, and is recruiting for a strong, committed Finance and Administration Manager, based in our Head Office in East London, in the Eastern Cape. Over the last two years, we have significantly expanded our outreach, doubled our income and attracted significant new investment into our youth-led programmes.
This role will drive cross-unit performance management and accountability while leading on financial management, accounting and scenario planning – ensuring Restless Development is transparent, accountable, and able to mitigate risks as it moves forward. With the support of the Assistant Finance Coordinator you will work closely with the programmes directorate to ensure high quality operational and project budgets are developed, and managed. You will communicate with the Country Director and management team as well as the International Head Office to maintain oversight on financial planning and decision making and be expected to produce user friendly management reports; You will play an active role in fundraising and proposal development from the financial perspective. You will be a committed and talented individual who will proactively engage in supporting the leadership of the organisation.
KEY PRIORITIES OF THE ROLE INCLUDE:
1. Financial Management
· Ensure organisational compliance with South Africa & UK finance regulations
· Lead development of financial plans, budgets and forecasts
· Prepare financial statements and lead preparation of year end accounts
· Produce monthly income and expenditure statements for Restless Development South Africa
· Monitor donor funded projects and provide accurate reporting
· Review financial processes and procedures on an annual basis
· Prepare accurate and timely financial reports for donors as required
· Carry out benchmarking exercises and supplier reviews to obtain value for money on all purchases
2. Accounting Functions
· Ensure that accounting records and books of accounts are kept up to date and are in accordance with Restless Development’s chart of accounts
· Maintain a computerised system for the management of Restless Development expenditures
· Ensure that all payments to supplies and/or projects are in accordance with relevant Restless Development regulations and approved plans/budgets
· Manage monthly payroll, and ensure necessary deductions and reimbursements are processed against staff accounts
· Ensure that donor funds are received as per disbursements agreements and that expenditure by all staff is coded by unit and donor correctly
· Ensure that bank reconciliation as well as debtors and creditors statements are done monthly
· Ensure that receipt books, purchase order books, invoices etc. are well accounted for and are kept in a safe and secure custody
· Annually review accounting timelines and processes to ensure accounts are being produced in the most effective manner
3. Financial Controls and Risk Management
· Implement annual internal and external audit recommendations
· Build capacity among your team to strengthen supervision by finance
· Work with management to build a culture of values and transparency in finance
· Oversee adherence to Restless Development’s financial policies and procedures, and continuously improve systems and mitigate risks
· Oversee management and control of fixed assets, equipment and supplies
· Conduct monthly spot checks to ensure a strong control environment
· Provide guidance and develop new tools and systems to strengthen financial controls and risk management
4. Operations, HR Management & Staff Development
· Ensure Restless Development complies with required insurances and certifications for effective operations management in South Africa.
· Conduct monthly performance management meetings and annual performance review for the finance team.
· Provide training and coaching to the finance team and programmatic staff as per organisational capacity building plans
· Oversee induction of new staff (finance and other) to Restless Development‘s finances, financial procedures and policies.
· Act as a role model to other staff- upholding the values of Restless Development
5. Other
· Other duties as required, including being occasionally required to work on weekends and/or public holidays, for which time off in lieu will be granted
Essential Skills Required for the Role Include:
· Five years’ experience in financial management, especially with experience managing donor-driven financials
· Part qualification for ACCA/CIMA or another professional accounting institution or a bachelor’s degree, with certification in accounting.
· Proven experience in financial management and administration.
· Strong Excel skills. Good IT, written & verbal communication skills
· Excellent organisational skills and a detailed, methodological approach to financial management
· Previous experience of budget and reforecasting in an international development organisation
· Ability to convey financial information to non-financial staff
· Strong team player
