Regional Programme Manager Southern Africa


Objective
The RPM coordinates the development, implementation, and monitoring of CBM’s programme work in the Southern African region (AFS) in the framework of CBM’s Global Programme Strategy (GPS2) and related programmatic policies. Specifically, the RPM manages the elaboration regarding all regional programmatic work, and implementation of country strategic plans, directly reporting to the Regional Director Southern Africa.
Main tasks
  • Coach the regional and country programme teams in strategic planning, monitoring, learning, evaluation. This includes support to Country Offices in the field of effective planning, regional integration of Disaster Risk Reduction (DRR) instruments, Child Safeguarding policies, and adherence to Safety & Security policies
  • Proactively engage with members of CBM Member Associations programme teams for effective resource allocation for programme initiatives and efficient utilisation of resources allocated to partner projects
  • Guide the implementation of all programmatic undertakings, including the effective regional utilization of relevant Monitoring, Learning & Evaluation tools
  • Drive the further development of the AFS Regional Plan, based on GPS2 and co-facilitate design and implementation of Country Plans
  • Develop strategies and ensure implementation following the roll-out of Regional Office Partner Assessments with all future (and current) partners
  • Contribute to the development of policies and legislation in areas relevant for disability and development
  • Identify needs and opportunities with government as well as national and international NGOs and donor agencies, engaging in networking and building alliances
Professional Profile and Requirements
  • Relevant academic degree (e.g. development studies, business administration; social sciences with focus on disability would be an asset)
  • Experience of at least ten (10) years in the development sector of which at least seven (7) in the developing world, including in Africa
  • Experience of at least five (5) years in relevant programme management positions
  • Excellent leadership and communication skills
  • Excellent managerial qualities with regard to programming and administration; solid understanding of finance and budgets
  • Good knowledge of international mainstream development - as well as disability and development-related discussions and trends

  • Excellent command of English (both written and oral), French would be an asset
  • Able and willing to travel intensively in the Southern African region
  • In possession of a valid international driving license
