Director of Operations, Maseru, Lesotho


Under the supervision of the ICAP in Lesotho Country Director (CD), the Director of Operations will oversee the administrative and operational functions, as well as the office management duties, of the project office. Under the supervision of the CD, the Director of Operations will be responsible for ensuring that personnel, administrative, and contractual operations systems are conducted according to USAID and ICAP regulations, standard operating procedures, and good business practices. The Director of Operations will work closely with the CD and with other relevant ICAP and Columbia University staff to ensure that all matters related to procurement, logistics and compliance are addressed in an efficient and thorough manner.
Location: Maseru, Lesotho
Note: This position is contingent upon receipt of award and funder approval of key personnel.
Major Accountabilities
  • Oversee all office functions, including negotiating office leases, procuring office furniture, equipment and vehicles
  • Provide leadership and appropriate attention to all administrative and operational aspects of an anticipated USAID award
  • Oversee the development and submission to funder of annual program budgets as well as budget amendments, revisions, and carryover requests
  • Ensure active and regular monitoring and analysis of budget to actuals, forecasts, pipeline analyses, and other quantitative and qualitative analyses, as needed
  • Serve as a leadership-level link between ICAP Lesotho and the ICAP-NY Operations team as well as with relevant in-country USG representatives to address issues related to ICAP budget submissions, financial funder reporting requirements, audits, and necessary prior approvals
  • Ensure compliance with all budgetary reporting requirements
  • Maintain inventories and controls over project office fixed assets, such as furnishings and computer equipment
  • Perform other related duties as assigned
Education
  • Requires MBA or equivalent graduate degree in public administration or management
Experience, Skills, And Minimum Qualifications
  • At least 5 to 7 years of experience managing complex international public health projects, preferably in a developing country context
  • At least 5 years of experience working within the PEPFAR operating environment
  • At least 5 years of experience working directly with and administering USG agency grants, cooperative agreements, and contracts and a deep knowledge of federal appropriations law and USG rules and regulations
  • Excellent communication, writing, and quantitative skills, including the development of objectives, operational plans, and measurable targets for public health programs and projects
  • Experience developing and interpreting standard financial reports (Balance Sheet, Income Statement, Cash Flow) and creation of Journal entries preferred
  • Computer skills, including advanced proficiency in Microsoft Office Suite applications (Excel spreadsheets, word processing, and electronic outlook mail along with data entry experience) and QuickBooks
  • Ability to work independently, prioritize tasks, and meet deadlines
  • Experience with organizing workshops and training courses and with preparing and monitoring budgets
  • Experience with designing and implementing new/improved administrative and operational systems, policies, procedures and structures within an existing department/organization
  • Ability to take decisive action to solve complex challenges using USG Uniform Guidance and agency SOPs
  • Ability to establish and maintain effective working relationships with donors, implementing partners, and other stakeholders
  • Ability to manage multiple priorities and projects
  • Ability to work in a team
  • Fluency in English (speaking, reading, and writing)
