ICAP Columbia University is supporting the Ministry of Health in provision of comprehensive and quality-assured TB/HIV integrated Services and Nursing & Midwifery education and prevention research nation-wide. ICAP Columbia University is planning to fill one (1) vacant position of NEPI Nurse Advisor effective from April 01, 2016. The period for this position depends on the availability of funding.
PHIA Survey Team Supervisor
POSITIONS: PHIA Survey Team Supervisors (30)
REPORTS TO: PHIA Regional Coordinator
LOCATION: All Districts, Lesotho
OVERALL JOB FUNCTION
Reporting to their respective PHIA Regional Coordinator, each Survey Team Supervisor will provide guidance and supervision to the PHIA field survey implementation team. They will be responsible for the capacity building of his/her team members and assure that all team members adhere to identified PHIA protocols including protocol for blood specimen (collection, labeling and handling), protocol for interviewing and data collection and transmission. Through supervision and spot checks, the Survey Team Supervisor will assure the quality of: data collection, data entry and data validity; as well as addressing data inconsistencies (if required), maintaining confidentiality and observing data protection. Each Survey Team Supervisor will be responsible for the transmission of field data to the Regional Coordinator and to the central office.
DUTIES AND RESPONSIBILITIES:
• Ensure that Survey Team Interviewers adhere to PHIA protocol and standard operating procedures;
• Distribute daily assignments to field interviewers and assist in the training of interviewers;
• Ensure that daily data collection activities run smoothly and that all selected households within an Enumeration Area (EA) have been properly interviewed;
• Review submitted questionnaires for completeness, accuracy and consistency;
• Discuss and correct any identified questionnaire issues with the interviewer;
• Ensure data quality by performing random repeat interviews on households within assigned EAs;
• Track and report on field issues including disposition of cases and in-field data edits for interviewers;
• In collaboration with the Regional Coordinator, ensure timely transportation of samples to satellite labs;
• Oversee ground level supply chain including submitting timely requests, recording receipt and ensuring correct storage of all necessary survey implementation materials;
• Manage team interviewers’ work schedules and align with supply chain to ensure all necessary materials are available when needed for ground level survey implementation activities;
• Organise and lead daily team briefing meetings to discuss project successes/progress, review challenges, prepare for upcoming daily/weekly activities, review data and ensure protocol/SOP adherence;
• Manage documentation of weekly implementation activities;
• Ensure timely submission of required reports (weekly, monthly, quarterly & project) as is requested;
• Collaborative with Survey Implementation Team and Regional Supervisors to meet project goals;
• Carry out other duties and responsibilities as assigned by the PHIA project Senior Management
Team.
MINIMUM QUALIFICATIONS AND COMPETENCIES:
• Bachelor’s Degree in Nursing /Statistics/Demography/Economics or related field from a reputable academic institution.
• Minimum two (2) years’ experience in managing and implementing nationwide surveys.
• Demonstrated experience managing teams of people who are working in remote locations.
• Strong interpersonal, group facilitation and oral presentation skills.
• Ability to meet tight deadlines and successfully manage multiple assignments concurrently.
• Ability to function independently with a strong focus on results.
• Excellent organizational and analytical skills with close attention to detail.
• Ability to creatively solve problems and work collaboratively as part of a team.
• Knowledge of Lesotho context and cultures in urban and rural areas.
• Ability to effectively communicate (verbally and written) in English & Sesotho required.
• Advanced knowledge of relevant software packages and tablet applications not limited to
Microsoft Office Suite, Windows 8, Skype and internet search engines.
• Working knowledge of operational/programmatic rules and regulations for recipients of United
States Government funding preferred.
TRAVEL REQUIREMENTS
• For a period of six (6) months, regular travel is anticipated to regions, across all 10 districts, where survey is being conducted: approximately 75% time
• Depending on the region, may require ongoing weekly over-night stays
