Senior HIV/TB Clinical and Program Officer


Background
Jhpiego is an international, non-profit health organization affiliated with the Johns Hopkins
University. Since 2011, Jhpiego has been collaborating with the Government of Lesotho
Ministry of Health (MoH) and various partners in implementing a wide-range of activities in
HIV prevention/ VMMC, TB screening, Pre Service Education and newborn care.
Project Overview
Jhpiego is expanding its support to MOH by supporting a new HIV care and treatment initiative.
Title: Senior HIV/TB Clinical and Program Officer
Reports To: Jhpiego Country Director
Supervises: HIV/TB ART providers
Summary Scope of Work:
Responsible for designing and planning for a comprehensive HIV care initiative including: HIV testing, counseling, care, treatment, & support; sexually transmitted infection diagnosis and treatment; TB prevention, diagnosis, treatment, and support; and sexual and reproductive health. Ensure services are provided in accordance with Lesotho MOH HIV treatment policies and guidelines.
S/he will evaluate chronic and acute illness, advice on ordering diagnostic procedures and tests, advise on treatment and referrals, and demonstrate proficient skills in patient education.
Responsibilities
• Assists in conceptualizing, and providing leadership and strategic direction for HIV and TB program
• Contributes to the multi-sectoral collaboration with other relevant stakeholders and partners in the district to lead a coherent and coordinated HIV and TB response
• Provides technical leadership to improve coverage and quality of HIV and TB prevention initiatives
• Conducts comprehensive health assessments of patients in collaboration with the clinicians providing clinical services,
• Trains clinical staff in HIV/ TB treatment and care
• Advises on prescribing medication according to standard HIV/TB treatment guidelines and in consultation with supervising doctors or nurses
• Serves as HIV/TB liaison and resource for Ministry of Health at district level
• Represents program at district level stakeholder meetings and technical working groups in relation to HIV and TB technical areas
• Coordinates subspecialty care needs of HIV patients by facilitating referral processes from health centers to district hospital to regional hospital.
• Supports and provides technical inputs for the implementation of all project activities to timely achieve project deliverables and outcomes,
• Meets regularly with district government counterparts, especially MoH officials at the district level for effective project management and respond in a timely manner to requests for meetings, reports, etc.
• Establishes systems for tracking progress, indicators and deliverables according to agreed work-plans and prepares program reports to ensure that state, donor and headquarters reporting needs are met,
• Facilitates clinical trainings, workshops and provides on-site technical support during visits as needed, as part of a broad strategy of program strengthening including preparing training schedules, identifying trainers, monitoring trainings and post-training supportive supervision follow-up visits.
• Works closely with the Linkages Coordinator on programmatic linkages
• Travels and provides supportive supervision at the district hospitals
Required Qualifications, Skills & Competencies
• MBBS/Clinical or Nursing Degree required with 5+ or more years of experience in HIV/AIDS programs,
• Technical knowledge and field experience in public health programs particularly HIV treatment and care, HIV/TB integration and HIV/FP integration in Lesotho,
• Familiarity with the Lesotho health system, key stakeholders and relevant government policies/ strategies.
• A Masters in Public Health and or certificate in HIV program / treatment training will be an added advantage
• Advanced Computer skills
• Experience in managing teams and supervising multi-cultural staff.
• Be self-motivated, proactive and have a positive attitude to work requiring minimum supervision.
• Excellent organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
• Be cooperative, hardworking, flexible & dependable.
• Excellent interpersonal and communication skills.
• Be of high integrity and have a sense of confidentiality
• Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
