The IRC has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgaduud), Mogadishu and Puntland regions implementing interventions in the areas of livelihood, WASH, Governance, protection and primary health reaching out to more than 250,000 conflict and drought affected Somalis.
Scope of Work:
Deputy Director Operations (DDO) role is to lead and ensure efficient support systems within the country team which includes functions of administration, supply chain, IT and human resources. The DDO is responsible for ensuring that all the necessary systems, policies and procedures are consistently implemented by the relevant staff in all program areas. The position reports to the Country Director, and manages a team made up of the Supply Chain Manager, Human Resources Manager and ICT Officer based in the Nairobi main office and Field Coordinators working in three field sites.
Major Responsibilities:
- Human Resources and Administration Management
- Act as Line Manager for the HR Manager, Supply Chain Manager, Information Communication Technology (ICT) Manager and three Field Managers/Coordinators.
- Through collaboration with Operations and Program Coordinators ensure that each team is staffed appropriately according to need and funding availability.
- Ensure staff recruitment is executed efficiently, is in compliance with national Labor Law (in both Kenya and Somalia) and is in line with IRC policies and procedures.
- Work with country and field offices to design and implement staff training and capacity building programs, staff retention initiatives, and nationalization strategies.
- Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures (GHROPP), IRC Connect and other global initiatives.
- Verify that HR policies and procedures are documented, disseminated and consistently applied across the country program. Ensure that compliance monitoring processes are developed and effectively implemented.
- Lead with commitment, integrity and accountability to the "The IRC Way: Global Standards for Professional Conduct". Maintain management oversight for country level action plans.
- Oversee implementation of the Performance Management System for national staff.
- Ensure that the HR team is working in a harmonized manner with consistency in the application of policy throughout all offices. Identify mechanisms to ensure cooperation, communication and teamwork.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
- Supply Chain and ICT Management
- Provide training and capacity building to supply chain and ICT staff.
- Oversee the implementation of supply chain and policies and procedures for procurement, asset and inventory management, transport and vehicle fleet management. Verify that country supply chain policies are appropriate, have been documented, are disseminated widely and are in compliance with IRC and donor regulations.
- Working with the regional ICT team, oversee the implementation of ICT policies and procedures and ensure that all ICT equipment in maintained, with an appropriate replacement schedule in place.
- Assist supply chain staff in working effectively with other units to improve planning and resource utilization. Work with program staff to ensure procurement planning, identification of operational support needs and transition planning.
- Financial Planning and Cost Control - in coordination with the Finance Controller
- Provide input to the CD on potential areas of concern related to: operations spending; effectiveness of in-country reporting and planning systems; and Field/Program Coordinators oversight of expenditures and adherence to financial requirements.
- Review operating budget and strategy planning as part of the annual fiscal year and budget reforecast processes prior to HQ submission and periodically throughout the fiscal year.
- As requested by the Country Director, provide input to audit issues and corrective action plans.
- Programs Support, Strategy and Business Development
- Work with the Country Director (CD) and Deputy Director of Programs (DDP) to identify opportunities for program expansion and to support the development of funding proposals.
- Work with the CD and DDP on the Country Program Strategic Planning process.
- Provide added support to program coordinators as required.
- Ensure all new proposals and budgets have received an Operations review and adjustments made as necessary to cost elements and operations design.
- Coordination & Representation
- Serve as an active member of the country program's Senior Management Team and occasionally deputize for the Country Director when he/she is out of the country or on leave.
- Ensure proactive communication within the Regional Safety and Security Advisor, Regional Unit, HQ Support Departments and NY offices as appropriate.
- Field Office Management and Control
- Provide oversight and guidance to Field Coordinators/Managers in three field offices. Support will focus upon all aspects of field office control and efficiency.
- Work in collaboration with the Safety and Security Manager to ensure that field staffs are well trained and operating in compliance with the country security protocols and procedures.
- Provide management support and oversight to the Field Coordinators/Managers in implementing security policies and procedures.
- Develop and maintain a management information system that effectively captures performance data from country and field offices. Work with the Finance Controller, DDP and CD to proactively identify, analyze and respond to trends either through reinforcement or corrective action.
- Participate in the development and/or review of new proposals, operating plans and strategic plans ensuring that the views of field staff are captured and reflected wherever appropriate.
REQUIREMENTS:
- 5-7 years in an operational management role, with several of these being in an international NGO.
- MBA or comparable degree preferred.
- Prior and successful experience working within an insecure conflict prone environment.
- Somalia experience; knowledge of the context (in experience and expertise) and understating of the culture is essential.
- Strong background in Supply Chain, Logistics and Administration.
- Strong finance background in financial management, budget development and analysis.
- Strong interpersonal and training skills, ability to work in multi-cultural environments.
- Diverse background in operations, with strong understanding of finance, administration and logistics.
- Strong computer skills including Word, Excel, PowerPoint, and Outlook.
