BACKGROUND INFORMATION
Roads Directorate (RD) has been established through Roads Directorate Act 2010 within Ministry of Public Works and Transport as a body corporate with perpetual succession and it is a non-profit making public institution. It is responsible to the Board of Directors. Roads Directorate manages road infrastructure and ensures that existing roads and access routes are comprehensively and regularly maintained and rehabilitated when required, upgraded and extended in an efficient manner to meet the needs of the economy and the nation. The main functions of the Roads Directorate are road network planning, development and maintenance; quality assurance as well as construction and maintenance of footbridges

QUALIFICATIONS & EXPERIENCE
Determine and formulate policies and strategies of the roads sub-sector,
Strategically plan, direct and coordinate execution of the Directorate operations within the terms of the Performance Agreements signed with the Ministry.
Review operations and results of the Directorate,
Report to the relevant authorities, and represent the Directorate in its dealings with external bodies and stakeholders.
Direct implementation and achievement of policies and strategies through subordinate Directors and Managers and ensure effective resource acquisition and utilization.
A university degree in Civil Engineering from a recognised institution.
A Master’s Degree in Highway or Transportation Engineering/ Construction / Project Management or Business Administration and /or transport planning and management will be an added advantage.
Minimum twenty years experience in roads administration including at least eight years at a senior management level dealing with contracts management and administration, complex financial management. Some private sector experience is considered highly desirable.
