Position: Mobile Planning & Optimisation Manager

Level: A position reporting to GM- Technical Interconnect and Roaming

Purpose:

To coordinate the planning, development and directing the execution of technical programs, and rollout of Mobile network nodes/elements so as to ensure adequate strategic coverage that guarantees excellent reception of GSM/WCDMA/CDMA2000 services in Lesotho

Major Tasks:

• Plans GSM’s Base Station Subsystem (BSS) and UMTS Terrestrial Radio Access Network (UTRAN) rollout/expansion in line with business plan to improve coverage and capacity of radio access network
• Carries out drive tests, collects and analyses drive test & performance statistics against agreed KPIs and best practice so as to identify areas of improvement
• Produces and analyses GSM’s BSS/UTRAN performance statistics and carry out parameter tuning and other measures to ensure network performance within set KPIs.

• collects and analyses ETL marketing plans and network rollout requirements and develop Core & VAS network expansion plans to address requirements
• Produces, Measures and analyses Core & VAS networks performance statistics to ensure that their performance is within set KPI’s
• Ensures that interconnect/international routes are appropriately dimensioned through assessment of traffic and signalling/handshaking utilisation on the routes

Qualifications and experience

• Degree in Engineering. 4 years relevant in Network Optimisation. Driver’s license is a requirement.

Performance Contract

Successful candidate shall sign an annual performance delivery contract, the results thereof shall form the basis of the continued existence of substantive contract.
