Economic Planner expert (Cat I)

Specific Objectives
The specific objectives of this assignment is to identify and design possible interventions in the area of governance under the 11th EDF, contributing to enhancing the capacity of the public sector and of the justice sector as well as to the performance of agencies mandated with critical oversight functions for a more efficient and cost effective provision of public goods  and  services.  The  proposed  intervention  should  include  an  advanced  result framework.

Expert 2:  Qualifications and skills
•  Development  specialist,  with  relevant  post-graduate  degree  in  public  finance management, public service reforms/related field or equivalent experience;

General professional experience

•   At least 12 years’ experience in an area relevant to the assignment; 
•   Experience with institutional strengthening and capacity building in the governance sector;  
•   Fully  conversant  with  the  principles  of  project  cycle  management  and implementation and EC aid delivery methods; 
•   Fully conversant with the project cycle management and EC aid delivery methods; 
•   Demonstrated  cross-cultural  sensitivity,  interpersonal,  communication  and negotiation skills; 
•   Computer  literacy,  excellent  report  writing  skills and  ability  to  produce  quality documents; 
•   Possesses good analytical skills. 

Specific professional experience

•   Experience in Public Finance Management and/or Public Sector reforms;  
•   Knowledge of gender/vulnerable groups analysis, planning and mainstreaming; 
•   Knowledge  of  and  expertise  in  the  development  of  performance  monitoring systems for public reform; 
•   Experience  of  working  in  similar  assignments  in  Southern  Africa  will  be considered an asset economist Planner expert
