With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu, and Katanga the IRC is one of the largest development actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996, and currently operates in five core programming areas - primary health care, community-driven reconstruction & local governance, the prevention and mitigation of gender-based violence, child and youth protection and development, and emergency preparedness and response.
IRC currently seeks an Education Technical Advisor (TA) to provide the technical guidance and oversight to IRC's Child & Youth Protection and Development (CYPD) Program in the Democratic Republic of Congo (DRC) with a specific focus on girls' education. IRC's CYPD program primarily focuses on the improvement of educational outcomes, enrolment and retention of vulnerable primary school girls, boys and out-of-school youth across seven provinces in DRC. The Education Technical Advisor will provide technical leadership on the DFID-funded Girls Education Challenge (GEC) project called Vas-y Fille! (Valorisation de la Scolarisation de la Fille!). He/she may also contribute to other program activities and new initiatives to ensure that the same technical quality is applied across projects throughout the DRC.
GENERAL SCOPE OF WORK:
The Education Technical Advisor provides clear and coherent technical leadership to the CYPD program; especially to the DFID-funded Vas-y Fille! project. This position will have a strong program quality focus, and together with the other members of the senior management team will work to ensure that technical activities are implemented in accordance with established standards and recognized best practices to contribute to the achievement of the project's objectives. The TA reports to the VAS-Y Fille! Project Director and is supported by the CYPD Program Director and IRC's headquarter-based CYPD Technical Unit.
ESSENTIAL JOB FUNCTIONS:
  • Identify needs and provide technical assistance and training to project coordinators, field staff and partners in the preparation, roll-out and implementation of Vas-y Fille! program activities and provide on-going technical advice to all CYPD program technical staff and partners when requested;
  • Ensure proactive technical coordination and collaboration among implementing partners;
  • Train project and partner staff on education best practices and relevant project topics;
  • Oversee the quality of the program activities, through the oversight of service delivery under of the program's objectives and the identification and replication of best practices;
  • Liaise with relevant key stakeholders, including the Ministry of Education (MoE) and all implementing partners, to share lessons learned and best practices from programmatic interventions to increase awareness and generate support replication, sustainability, and expansion of project successes;
  • Supervise the M&E Coordinator and oversee all communication between the VAS-Y Fille Fund Manager and Evaluation Manager related to the project impact evaluation, monitoring of project indicators and reporting against the project logical framework targets;
  • Work closely with the program Monitoring & Evaluation (M&E) team to ensure coherence between M&E approaches to successfully monitor program progress, provide on-going analysis and corrective action where necessary and create a culture of learning within the program;
  • Advise and assist the CYPD Program Director and the VAS-Y Fille! Project Director on matters related to partner compliance in technical programming, and assist in the preparation of annual work plans and the production of reports and other deliverables to the donor and MoE.
  • As required, represent the VAS-Y Fille! project as a senior member of the project team in forums with national and local authorities and other relevant stakeholders;
  • Lead the technical design of new business opportunities in close collaboration with the CYPD Program Director and Grants Unit;
  • Contribute and review narrative reports for submission tothe VAS-Y Fille! Project Director;
  • In close coordination with the VAS-Y Fille! Project Director, support the IRC/UK Regional Grants Officer in maintaining strategic communications with the Fund Manager on key aspects related to programming, monitoring and evaluation for the VAS-Y Fille! Project;
  • Collaborate with the IRC's New York-based CYPD Technical Unit Education Technical Advisor to ensure coherence of technical quality and strategy of approaches.
The Education Technical Advisor will be expected to maintain productive working relationships with all project partners and the Ministry of Education, conduct field monitoring and familiarization visits (where security permits), and ensure the final quality of all program outputs.
REQUIREMENTS:
  • Six to eight years of technical experience implementing or advising on basic education projects in developing countries (preferably conflict-affected or post-conflict settings) required with preferred expertise in areas such as community-based education, student assessments, teacher training, curriculum and/or educational materials development, educational management, and educational monitoring and information systems;
  • Masters in Education or related field required;
  • Previous employment or extensive collaboration with Ministries of Education, educators networks; employers' organizations and trade union representatives or comparable entities desired;
  • Demonstrated teaching and training design and delivery experience required;
  • Excellent collaboration skills with local, national, and civil society stakeholders;
  • Strong personnel leadership skills, particularly mentoring skills;
  • Experience in working with a diverse team;
  • Strong writing and demonstrated critical thinking skills;
  • Monitoring and evaluation skills experience;
  • Strong ability to communicate in French, fluency in English required;
  • Previous work experience in DRC a plus;
  • Proven sound judgment and decision-making skills;
  • Computer skills in MS Office (Word, Excel, Access, Outlook);
SECURITY SITUATION/HOUSING: The Education Technical Advisor will be based in Kinshasa, the capital of DR Congo with a population of approximately 10 million people. The city is usually quiet and relatively safe. As with any large city in a developing country, crime and theft are common. S/he will manage activities throughout the country and should be prepared to frequently travel to remote areas. The position is accompanied and will be housed within individual housing.
