Lesotho Based IT and Data Manager

Position Description: At PIHL, the Monitoring & Evaluation (M&E) department ensures the quality of clinical care through three main activities: clinical protocol definition, periodic monitoring and audits, and data collection & reporting. The Technical Manager co-leads the M&E department with the Clinical Manager by providing complementary technical and analytical perspectives to meet the goals of the department. In particular, the technical manager is solely responsible for managing all electronic-related data collection tools, including the medical record repository, pharmacy inventory and the laboratory information systems as well as the staff using those systems. The Technical Manager also assumes all IT responsibilities by ensuring the proper functioning of all IT-related areas, including network / VSAT, solar power and computer equipment management.
Principal Responsibilities:
  • Accompany the Lesotho-based M&E Clinical Manager to improve clinic operational workflows at health facilities:
  • Perform active monitoring and validation of all data produced by the facility
  • Regularly assess performance of departments at facilities
  • Ensure adherence to defined clinical protocols
  • Recommend changes to personnel and workflow to senior management
  • Develop and extend tools to facilitate improvement of data quality and increased data utilization
  • Summarize and report on all clinical indicators monthly
  • Participate in the interpretation and utilization of M&E data to improve systems and programs
  • Ensure high fidelity of electronic and paper data to actual operations
  • Manage and extend existing electronic systems:
  • Medical Record Repository System (OpenMRS)
  • Pharmacy Inventory System
  • Laboratory Information System
  • Lead and manage complex technical projects and initiatives
  • Manage a team of over fifteen staff
  • Mentor and build technical capacity within PIHL
  • Communicate closely with Boston-based Lesotho Project Coordinator especially in relation to data requests and donor-required information
  • Collaborate on cross-site M&E and/or Medical Informatics initiatives that foster PIH-wide quality of clinical care improvements
  • Collaborate with the Lesotho Ministry of Health and Social Welfare (LMoHSW) to ensure compliance with government protocols and initiatives
  • Provide technical input on all IT-related procurement decisions
  • Ensure uptime for network / VSAT systems , solar power, computer and other IT-related equipment
  • Perform other duties as required by managerial or supervisory staff of the employee
Technical Qualifications and Experienced required:
  • Master's Degree in engineering or relevant field or Bachelor's degree with significant work experience
  • At least two years of experience in technical project management
  • Minimum two year commitment to relocate to Maseru, Lesotho
  • Experience in team or direct personnel management
  • Ability to work under pressure, manage multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines
  • Ability to take initiative and work with minimal direction
  • Strong critical analysis and data analysis skills
  • Strong communication and writing skills
  • Knowledge and experience in the following areas:
  • SQL Programming
  • Windows and Linux server administration
  • Network administration
  • Web application development: Java, Ajax, Javascript, HTML, Server-side Scripting languages
  • Willingness to travel by small plane in Lesotho at least 25-45% time
  • Willingness to stay overnight in remote mountain sites in rural Lesotho
  • Proven ability to exercise good judgment and diplomacy
  • Demonstrated ability to interact professionally within culturally diverse settings
  • Prior experience working in resource-poor settings preferred
  • Commitment to social justice preferred
