Adherence Psycho Social Officer Wanted at Ministry of Health


Background:

The Government of Lesotho has secured funds from Global Fund (GF) to fight HIV and AIDS as well as TB and Malaria. The overall coordination of the funds is the responsibility of the Ministry of Finance, the Principal Recipient of these funds through the established Program Implementation Unit, the Global Fund Coordinating Unit (GFCU).

The Ministry of Health has been selected as the major Sub Recipient to most of the signed grants between the MOF and the GF. To enable the GFCU to discharge its mandate of coordinating MOH Global Fund supported activities effectively, workforce is required. The MOH therefore invites suitably qualifies candidates for the positions below:

Position:  Adherence Psycho Social Officer – APSO (2)

Duty Stations:              Quthing & Butha Buthe

The core task of the Adherence Psycho Social Officer (APSO) is to support adherence to life-long ART and to curative TB treatment through preparatory counseling, adherence support, treatment literacy education and psycho-social support. The APSOs will be permanently based within the TB clinic to ensure the proper documentation and implementation of TB, TB/HIV and DR-TB patient education and support. Support includes, but is not limited to, ensuring that TB and TB/HIV co-infected patients receive documented HTC services, preparatory and ongoing counseling, and initiation of both TB and ART according to protocol.

The APSOs will be under the supervision of the Senior HIV/TB Counselor, and will work in close collaboration with the TB Coordinator, the ART Nurse and the TB Officer.

The specific duties and responsibilities for the APSOs will be the following:

Ensure that all TB and DR-TB patients are offered HTC, and that all results are documented on patient cards and the HTC register within the TB clinic;

Ensure that all TB/HIV co-infected patients are provided with documented, comprehensive preparatory and on-going counseling for the initiation of TB treatment and ART according to protocol;

Ensure that all TB patients are supported in the identification and documentation of a DOT supporter and CHW;

Ensure the provision of documented comprehensive TB, DR-TB and TB/HIV-related education to both TB/HIV co-infected patients and their DOT supporters;

Ensure that all patients receive documented appointments within the MOH appointment book;

Ensure that, on a weekly basis, patients missing appointments or found to be defaulters are listed, and that lists are distributed to CHWs for follow-up on a timely basis;

Provide daily health talks and record them;

Ensure accuracy and completeness in the used of the following tools:

Appointment book
TB register
HTC register
Log book for health talks
TB treatment cards (counseling sessions)

Provide monthly progress reports to the nurse in charge; and, Undertake other relevant duties as assigned.

Qualifications and Experience

Degree in Social / Behavioral Sciences with a major in Psychology/Counselling plus three

(3) years working experience in the relevant field

Experience working in a HIV/TB prevention program or knowledge of TB and HIV will be an added advantage.

Community mobilization and negotiations skills HTC training Skills and accredited

Exposure in the health programme

Knowledge and Attributes

Strong communication skills both verbal and written. Liaise/network both internally and externally

Training skills desired

Ensure daily duties are addressed in a timely fashion. Ability to function as a team member
