HTS Coordinator Wanted at Ministry of Health


Background:

The Government of Lesotho has secured funds from Global Fund (GF) to fight HIV and AIDS as well as TB and Malaria. The overall coordination of the funds is the responsibility of the Ministry of Finance, the Principal Recipient of these funds through the established Program Implementation Unit, the Global Fund Coordinating Unit (GFCU).

The Ministry of Health has been selected as the major Sub Recipient to most of the signed grants between the MOF and the GF. To enable the GFCU to discharge its mandate of coordinating MOH Global Fund supported activities effectively, workforce is required. The MOH therefore invites suitably qualifies candidates for the positions below:

Position : HTS Coordinator (1)
Duty Station : Maseru Head Office

Under the supervision of the Head Disease Control /Programme Manager (GFCU. The HTS Coordinator is in charge of the coordination of service delivery components of quality HIV Testing and Counselling Services (HTS) using innovative strategies developed to ensure delivery of quality, integrated high impact HTS nationally.

The incumbent shall during the entire period of engagement dedicate and fully give her/his time to all activities that are being supported through the Global Fund grants within the entire Ministry of Health.

Key Responsibilities:

Ensure that HTS activities are prioritized at the national and district level by senior counsellors and public health nurses in planning, implementation and review of HTS program activities.

Offer technical support to HTS providing facilities to ensure that services are offered as per the HTS guidelines and reporting rates are continuously increased and sustained

To review and organize dissemination of key HTS policy documents/guidelines and ensure periodic updates to HTS service providers in the region.

Plan with respective DHMTs to organize periodic HTS review and update meetings at county level. Coordinate, supervise and ensure reporting from all Service Providers in HIV Counselling Testing Services (HTS) activities where strategies (HBTCS, door-to-door outreaches, moonlight Testing and PITC in health facility settings are used)

In collaboration with M&E develop indicators for tracking HTS outcomes and ensure the data collection and utilization is carried out by the HTS teams

Ensure development and institutionalization of QA/QI in HTS in collaboration with the QA officer. Liaise with other technical areas (HIV, TB, MNCH, RH, FP) to ensure integration of HTS

Work in close collaboration with the District Aids Officers s to ensure timely submission of quality HTS data for use in planning, monitoring and evaluation of HTS programs.

Generate and submit monthly/quarterly HTS reports

Develop and coordinate an effective referral system of HIV patients to appropriate services such as supportive counselling, screening, care, and treatment within the district.

Ensure that services are offered as per the HTS guidelines and reporting rates are continuously increased and sustained

Plans and coordinates HTS outreaches in all the districts to reach all populations and underserved communities

Conduct supervisory visits to Health facilities and ensure mentorship for lower counselling cadres Prepare reports on supervisory visits, and provide feedback on achievements and constraints about the facilities visited.

Prepare regular quarterly HIV reports and present findings during relevant meetings.



Qualifications and Experience

Degree in Counselling / Psychology or Social Behavioural science experience.

6 years working experience in HTC/VCT/HBC/TB and equipped with coordination competency. Accredited in HTC is an added advantage
