COMPLIANCE AND LEGAL OFFICER WANTED at LESOTHO POST BANK


Applications are invited from suitably qualified and talented Basotho candidates for the following positions tenable at Lesotho Post Bank.

PURPOSE OF THE JOB
Under the direct supervision of the Manager Compliance & Legal, the incumbent is responsible for effective and efficient management of the compliance function, provision of legal advisory services and ensuring effective management of Legal and contractual risk.

KEY DUTIES AND RESPONSIBILITIES
■ To continually monitor compliance with statutory obligations and advise management accordingly;
• To ensure that the bank operates within the provisions of all applicable laws and regulations [Lesotho Companies Act 18 of 2011, Financial Institutions Act 3 of 2012 and keeping abreast with amendments and changes to legislation directly or indirectly on the bank);
• To provide continuous leadership, supervision, training and development of the bank’s staff on compliance issues;
• Manage and, where applicable, assist in the establishment of procedures and processes to assist line managers in managing various aspects of compliance and legal risk,
• To prepare monthly and quarterly Compliance reports for the department for executive management meetings;
• To ensure that there are effective Anti Money Laundering Processes and procedures in place; .
• To ensure that the Bank’s policies are crafted In a manner that is responsive to Compliance issues arid considerations;
• To formulate compliance check-lists to be used for the purpose of ensuring that all information required is
Provided accordingly;
■ To act as the liaison person with the Regulator on all Compliance related issues and enquiries;
• To ensure that legal risk measures are In place to manage and mitigate credit risk;
• To assess progress of outstanding litigation and liaise with and manage external lawyers;
• To review all contracts or any documentation where the company has committed itself and assess legal
Implications that need to be brought to executive management’s attention;
• To participate in the Bank’s Tender committee meetings by ensuring adherence to approved tender procedures;
• Supports the Company Secretary in undertaking company secretarial duties for the Sub- Committees of the EXCO as and when necessary.

QUALIFICATIONS AND EXPERIENCE
■ LLB degree; Post Graduate Diploma in Compliance Management will be an added advantage;
• A minimum three years related work experience, with at least one year in a compliance or legal Department.

SKILLS AND KNOWLEDGE
■ Knowledge of compliance risk management principles, Banking legislation, Proficiency in MS applications, Persuasion & Negotiation skills, Crafting & Review of Policies and Procedures, Commercial contracts .Drafting
