ASSIGNMENT LOCATION: Maseru, Lesotho
PROJECT DURATION/ START AND END DATES:

PROJECTED LEVEL OF EFFORT (LOE): Full time for 2-year period with an option to extend
PROJECT SUMMARY:
The Lesotho Highlands Water Project - Phase II (LHWP2) entails the design and construction of a major water supply scheme including a 165 metre high CFRD dam; a 38-km long, 5m transfer tunnel bored through hard rock (basalt); and associated advance infrastructure such as bulk power supply, telecommunications, housing, roads and bridges, including socio-economic, public health, resettlement and bio-physical environmental mitigation action plans.
CLIENT: Lesotho Highlands Development Authority (LHDA)
The Project Management Unit attached to the LHDA for the implementation of Phase II of the Lesotho Highlands Water Project and is seeking a professional Civil Engineer to lead the Advance Infrastructure component of Major Road Bridges.
JOB RESPONSIBILITIES:
• Discipline Lead for the advance infrastructure component associated with major road bridges in a remote rural context, including mitigation of environmental, social, public health and occupational safety impacts
• Actively support the procurement and contract negotiations with professional service providers
• Support the team to ensure compliance of the Project’s budget, scope, schedule, quality and reporting requirements on various infrastructure assignments
• Management and oversight of consulting engineering teams contracted to design and supervise the infrastructure works packages
• Advice and counsel to the client and donors on matters relating to the project’s success, including project delivery, strategies, procurement, contract management, design and construction oversight, and commissioning
• Regular reporting to both client and other stakeholders as required
MINIMUM REQUIREMENTS:
• Bachelor’s Degree in Civil Engineering or equivalent, from an accredited university
• Chartered/Professional Membership from an internationally recognized institution
• 20 years of experience in feasibility study, detailed engineering design, procurement, construction supervision, contract administration and project management in similar large scale infrastructure projects
• Experience as a project manager on at least 4 design and construction supervision contracts involving large bridges
• Experience involving various rural road projects exceeding a total distance of 500km
• Experience involving the design and construction supervision of major bridges in excess of 100m in length and 20m high
• Recent experience in Sub-Saharan Africa
• Experience on two projects implemented under
FIDIC Conditions of Contract
• Excellent oral and written communications skills in English, including the ability to prepare reports
• Ability to work as part of a high-performing and multi-disciplinary team, often operating under tight deadlines and timetables.
• Ability to function independently and manage a team
