OBJECTIVES OF THE PROGRAMME
Within the Country Management Support Unit,to provide direct support and services to the Country Management Support Unit (CSU); to manage and provide ICT support to managers and staff and to act as Helpdesk in the context of GSM.
Country Management Support Units (CSUs) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.
Description of duties
Under the supervision of the Operations Assistant, the incumbent will ensure provision of professional ICT services at the CSU level. He/She will operate within the established guidelines and will make recommendations on improvement of ICT services. The incumbent will have constant interaction with the ICT Regional Team and will consult and interact with other team members within the Regional Office Management Support Unit (RSU), Inter-country Support Units (ISU), Country Management Support Units (CSU), the Headquarters and the Global Service Center.
1. Installation, Administration and Maintenance
  1. Coordinate the installation and maintenance of all ICT hardware and software; according to AFRO ICT standard;
  2. Ensure uninterrupted and effective ICT services to the office;
  3. Install and support LAN/WAN and data communications systems as per AFRO ICT Standard (Windows Operating System XP/2000/2003, TCP/IP, Ethernet, VPN, PIX, Firewall, Proxy server, Microsoft Exchange server 2003, VSAT, VolP, SNMP. DNS, DHCP, etc.);
  4. Maintain, troubleshoot and repair ICT equipment;
  5. Perform daily server backup of data files;
  6. Set up and maintain disaster recovery procedures;
  7. Set up and maintain security of the ICT infrastructure (hacker and virus protection, protection against power failure, fire protection, etc;
  8. Maintain inventory of equipment and software;
  9. Administer software and updates;
  10. Liaise with other UN agencies and external partners on ICT matters.
2. Reporting
  1. Make a quarterly report on informatics equipment inventory;
  2. Provide technical documentation concerning all ICT related activities and update it;
  3. Make a monthly activity report.
3. User and Administrative Support
  1. Provide in-house training/assistance to staff on usage of informatics equipment (computers accessories) programs (software);
  2. Assist in the design and implementation of database applications and other computer programmes;
  3. Coordinate the activities of external consultants;
  4. Participates in procurement of goods and services;
  5. Assist with monitoring of storerooms and office supplies;
  6. Act as ICT/AFRO/Help Desk focal point at WHO Country Office level.
4. Other
  1. Perform other duties as required.
REQUIRED QUALIFICATIONS
Education
University degree in Information Technology, Information Systems, Computer Science or related area.
Certifications from relevant IT companies would be a plus (Microsoft Certified Software Engineer or Cisco Certified Network Administrator preferred).
Skills
Work requires very good knowledge of LAN and TCP/IP networking, Windows 2000 and XP Professional Windows 2000/2003 Server, Microsoft Active Directory; Good knowledge of E-mail system's administration (Exchange Server 2003 and Outlook 2000/2003; Good knowledge of computer security including firewall and Virus protection; Good knowledge of Data backup and Disaster Recovery procedures (Veritas Backup Exec is the software used); Good knowledge of Database programming with visual Basic; Good knowledge of the Administration of telecommunication systems including PBX; Ability to analyze and troubleshoot problems; ability to write technical documents.
Experience
At least three years experience in administration of information and telecommunications technologies infrastructure with some years of progressive responsibility work in LAN management.
Experience in the integrating Voice and Data Communications field: LAN design, maintenance and troubleshooting roster configuration, IP address schemes, internet/tunneling.
Additional Information
Good knowledge of GSM System or similar ERP Systems; Experience with staff training in the use of management information systems.
