Job Title: Area Manager – Thaba Tseka
Reports to: Regional Manager
Purpose of the Role:
To provide professional support to Operations and Maintenance
in ensuring the provision of potable water and safe disposal of
waste water.
Key Performance Objectives:
1. Ensure adequate supply of potable water
2. Ensure safe disposal of waste water
3. Ensure efficient operation of and maintenance of water and
sewerage networks
4. Advise management on the need for extensions of distribution
and treatment facilities
5. Supervise and manage staff development programmes
6. Prepare annual business plans and financial budgets and
maintain control on expenditure
7. Ensure that health and safety standards are adhered to at all
times

Key Tasks:
1. Direct and control the water supply and sewerage facilities in
the area.
2. Evaluate extension and general upgrading/requirements of the
respective town for water supply and sewerage systems and
proposing for necessary policies and plans for implementations.
3. Review and take decisions on applications for new connections
to water and sewerage systems, making sure that they conform
to WASCO standards and practices.
4. Ensure that water quality tests are done on regular basis and that
operational data is logged on appropriate sheets.
5. Manage human resource for the area.
6. Develops a programme for calibration of bulk meters which
should be followed strictly.
7. Test both a programme for replacement and calibration of old
small customer meters.
8. Designs the reporting format for power consumption to
reconcile with the water produced.
9. Optimises the use of all pumping stations to manage energy
used.
10. Develops the effective programme to increase both water and
sewerage coverage to meet the millennium goals.
11. Prepare and submit the annual recurrent and capital budgets
for the area.
12. Encourage and participate in the conduct of research activities
relevant to area water supply and sewerage services.
13. Ensure that meters are read on monthly basis and books for
reading are sent to Maseru in time for billing.
14. Ensure that all customers owing beyond sixty are disconnected
immediately regardless of the amount owed.
15. Ensure that all cash and cheques are deposited.
16. Compile and submit monthly reports to the Towns Manager.
17. Ensure that both production and customer meters are
operational all the time
Qualifications & Experience
1. Diploma Civil Engineering or equivalent
2. At least five years experience in a similar role.
