Technical Assistance in the Implementation of the Lowlands Water Supply Scheme
DESCRIPTION OF THE ASSIGNMENT
Global Objective
The global objective of this assignment is to contribute to access for Lesotho's people and productive sectors to safe, affordable, equitable, sustainable and reliable water services.
Specific Objectives
The specific objectives of this assignment is to develop terms of reference and prepare the tender dossier for the update and rescale of the Lesotho Lowlands Water Supply Scheme as a whole into prioritised bankable projects, and to prepare, as a priority, for the remaining of Zone 5.
EXPERTISE REQUIRED
Expert: Civil Engineer Water Sector (one category I expert – 180 working days)
Profile per expert and expertise required
The expert has to be computer literate and have the ability to produce highly professional documents. Fluency in English language (understanding, reading and writing) is indispensable for this assignment.
Qualifications and skills
• Senior expert with at least a Master's degree in (water) civil engineering; or in its absence an equivalent level acquired through professional experience.
General professional experience
• At least twelve (12) years of relevant experience in engineering in the water sector;
• Demonstrated experience in formulating concise terms of reference for the design of large scale water works and in the preparation of procurement dossiers in the field of water supply;
• Relevant working experience in the broader region and / or Lesotho will be considered an asset;
• Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills;
• Computer literacy, excellent report writing skills and ability to produce quality documents;
• Possesses very good analytical skills.
Specific professional experience
• Substantive specific experience with bulk water supply design and management;
• Substantive specific experience in bulk water supply contract administration;
• Experience in and detailed knowledge of economic, financial and institutional analysis in the water sector;
• Knowledge of and relevant expertise in water resources management.
