LOCATION : Maseru

The HMIS Manager for Electronic Medical Records (EMR) will support the roll out of the Lesotho MOH EMR system. HMIS Manager (EMR) will support the implementation of the EMR at facility, district and national level, including planning, testing and refinement of the EMR application, and supporting training of users. The HMIS Manager (EMR) will work with monitoring and evaluation staff, technical health staff and other health management information systems (HMIS) staff at facility, district and central levels to understand technical needs and challenges and may serve as a liaison between senior software developers and users of EMR systems.

Coordination and Management:
-Work with MOH to develop and/or improve upon user documentation and training manuals related to EMR and personal health records and document policies, procedures and best practices
-Provide TA for optimal functioning and use of EMR operations by engaging with the users and HMIS at central level
-Report issues and enhancement requests to EMR developer

EMR Development and Implementation:
-Test all new versions of the EMR software before deployment and implementation
-Evaluate health facility workflows, documentation and procedures for implementation
-Support the HMIS specialist with the development of interfaces with other, existing information systems, such as laboratory, supply-chain management etc.
-Travel regularly to multiple health facilities and hospitals in Lesotho to support onsite training and issue resolution – provide on-site support and issues triage/resolution during implementation and specifically when health facilities “go live”
-Conduct observations of EMR users at health facilities and identify areas for improvement and suggestions for workflow redesign - conduct workflow analysis and recommend changes to maximize efficiency of the EMR

Training and Facilitation:
-Develop training curriculum and training materials to train and instruct district-level Ministry of Health staff on the use and features of EMR
-Conduct mentoring for district level staff – serve as an EMR subject matter expert and serve as system support

Knowledge, Skills and Abilities:
-Minimum of a Bachelor’s degree in an area related to health informatics (engineering, computer science, healthcare administration, public health and business preferred)
-Must have a minimum of 2 years of work experience in EMR implementation in a healthcare setting including project and implementation management and providing training/facilitating EMR use will be an advantage
-Knowledge of the public health sector, health informatics, and international health informatics standards highly preferred
-Project management experience
-Conceptual and practical understanding of various training techniques for users with various learning styles
-Working knowledge of software development and EMR implementation
-Ability to understand and articulate how best to customize and configure EMR to support clinic workflow and clinical practices
-Ability to evaluate and analyze EMR features and functionality for problem resolution
-Ability to develop training materials for users with various skill levels
-Ability to document workflow design and identify areas for improvement
-Ability to work with stakeholders, including technical professionals, community leaders and government representatives
-Good oral and written communication skills
-Ability to work with minimal supervision and maximum accountability
-Attention to detail
-Exceptional computer skills, particularly in Microsoft Office software (Word, Excel, PowerPoint etc.)
-Must be willing to travel

TRAVEL REQUIREMENTS:
The position will require relatively frequent travel to various health facilities within Lesotho.

COMPENSATION/BENEFITS: Commensurate with qualifications and experience.
