Program Manager, Malaria

Overview:
The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria, and other diseases. Based on the premise that business-oriented strategies can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective national and sub-national level management. CHAI is focused on large scale impact and, to date, has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI’s teams are working side-by-side with over 25 governments to tackle many of the largest health system barriers to effective care and treatment.

In South Africa CHAI has supported the national government since 2010 with the planning and scale up of HIV and TB services, including the development of the 2012-2016 National Strategic Plan for HIV, STIs and TB. CHAI has supported the National Department of Health in the tendering of several HIV and TB commodities that has resulted in billions of Rands in savings in the last few years.  In addition, CHAI is deeply involved in the preparations to launch the National Health Insurance scheme.

CHAI is seeking a Malaria Program Manager to be based in Pretoria, South Africa. The Manager will develop and maintain strong relationships with the National Malaria Program, and relevant country partners, provide strategic guidance and effective day-to-day operational support to governmental malaria programs and represent CHAI in high level regional and country-level meetings. S/he will work with the CHAI’s country office and global malaria team to help design evidence-based strategic plans and support execution of high-impact programs designed to sustainably eliminate malaria from South Africa by 2018. The position requires a highly motivated individual with proven leadership skills and outstanding analytical, problem-solving, organizational, and communication skills. The candidate must be able to work independently to start up the malaria program in-country, drive implementation, have deep personal commitment to producing results, and be patient and optimistic despite challenging circumstances. Past experience with malaria programs is not necessarily required as the Manager will work closely with CHAI's technical teams, but successful candidates should be fast learners and be able to think logically and strategically.

Responsibilities:
  • Provide direct management and operational support to the National Malaria Program, South Africa on a daily basis to achieve high performing and effective program operations
  • Build strong working relationships with key stakeholders across governmental and non-governmental organizations
  • Work with the CHAI South Africa DCD and Malaria Regional Manager to develop a  work plan for delivering a coordinated program of support to the National Malaria Program
  • Support the National Malaria Program on the reorientation of their program towards elimination, including:
    • Revising the national malaria strategic plan
    • Updating national guidelines and policies to align with global elimination recommendations
    • Developing detailed operational plans and associated training materials to build government capacity and support effective execution of malaria program
  • Manage a small country team (2 staff) that will execute on the outlined workplan
  • Identify key impediments to the successful execution of malaria elimination plans and work with the malaria program to develop solutions to rapidly address these and improve operational efficiency
  • Review program operations and organization to identify management and human resource gaps and potential solutions
  • Assemble epidemiological data and work with staff scientists to develop malaria risk maps
  • Communicate technical findings and recommendations to internal stakeholders and work with them to make data-driven policies and decisions
  • Manage a program budget and provide updates for donor reports
  • Draft presentations and reports for internal stakeholders and donors
  • Serve as a trusted adviser to the government on malaria elimination
  • Represent CHAI are country and regional malaria meetings
Qualifications:
  • Bachelor’s degree plus 5-7 years of work experience
  • Strong problem solving skills and analytical capabilities
  • Excellent written and oral communications skills
  • Detail-oriented with strong organization skills
  • Proven leadership skills and ability to represent CHAI at high level regional and country meetings
  • Ability to handle multiple tasks simultaneously, set priorities, and work independently
  • Ability to be effective in high-pressure situations and work in a fast-paced, multicultural environment
  • Ability to be patient and thoughtful even under stress
  • Ability to professionally develop more junior members of the country team
  • High level of proficiency in relevant computer applications particularly Word, Excel, and PowerPoint
Advantages:
