Temporary Appointment
Duration: 01 October 2014 – 30 September 2015
PURPOSE OF THE POST:
Under the overall guidance and through specific supervision by the Chief of Health and Nutrition, support the work of the section by building capacity, providing technical assistance and conducting monitoring and evaluation for UNICEF's child health interventions in South Africa, with a focus on the scaling up of prevention and response to Violence Against Women Children, ensuring access to justice for the most vulnerable children especially those affected by the HIV/AIDS.
Responsibilities include:
- · Collect and analyze data and information for the preparation of ongoing assessment and analysis of (a) the realization of rights of vulnerable children through accessing justice and other support services, and (b) children in situations of risk of violence, exploitation and abuse. Analyse relevant policies for national and sub-national situation analysis where appropriate, and for programme/project planning, management and evaluation purposes.
- · Undertake field visits and information-gathering actions to monitor and evaluate programme implementation, identification of problems and propose remedial action. Identify courses of action. Identify courses of action to accelerate/improve programme delivery.
- · Through working with multiple South African Departments (national and provincial), UN agencies (especially UN Women and UNFPA), development partners and civil society, provide technical assistance in the development of prevention strategies, methodologies and programme approaches for children at risk of violence, exploitation and abuse.
- · Provide professional input into the development of Annual Programme Work plans and Mid/Annual Reviews.
- · Support planning, monitoring, evaluation and reporting of the Child Protection Programme especially its Safer South Africa Component, including by evaluating and analysing financial and programmatic reports, attending technical cooperation meetings, preparing notes/reports and undertaking follow-up action related to programme implementation.
Education:
A university degree in social sciences, law or related fields, with a post graduate degree at Master’s level desirable.
Work experience:
At least 5 years’ progressively responsible professional work experience in the private or national public sector or intergovernmental sector in project organisation, report writing and monitoring & evaluation in Violence Against Women and Children (VAWC), justice for children, gender, child rights and child protection.
Language:
- · Fluency in English both verbal and written required.
- · Fluency in at least two other South African languages an-advantage.
- · A proven ability to prepare concise, complete project and programme documentation.
Skills:
- Ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills
- Planning and monitoring skills; ability to organize work & projects.
- Ability to make timely and quality judgments and decisions.
