MANAGER – LICENSING & COMPLIANCE
Lesotho Communications Authority (LCA) is the regulatory body for the communications sector in Lesotho. LCA invites applications from suitably qualified candidates to fill the position of Manager – Licensing & Compliance. This position requires a high caliber candidate who is conversant with the latest developments in the ICT Sector and prepared to work under pressure to meet deadlines.
Purpose of the position
To manage the processes that relate to licensing and/or authorization of service providers in accordance with the licensing and/or authorization framework for communication services. To draw up terms and conditions for licences and ensure compliance. To participate in subsidiary legislation development.
Key Responsibilities
The successful candidate will be responsible for:
• Receiving, appraising and evaluating licence and registration applications for communication services and spectrum allocation;
• Analysing and reviewing the licensing/authorisation framework;
• Drawing terms and conditions for different license conditions;
• Developing subsidiary legislation;
• Monitoring compliance with licence terms and conditions and recommending necessary enforcement actions;
• Monitoring conformance to approved retail and wholesale tariffs and interconnection rates regulation and recommending necessary enforcement actions;
• Monitoring broadcasting programme schedules and content to ensure adherence to prescribed broadcasting code by all licensees;
• Monitoring conformance to set quality of service parameters;
• Carrying out the compliance audits of communication service providers and making reports with recommendations to management.
Qualifications and Experience
Bachelors of Laws (LL.B) Degree, plus five years’ experience in a relevant area. The incumbent should also be an Advocate of the High Court of Lesotho

Highly disciplined; Self-drive in taking initiatives; Analytical and methodical; Hardworking; Job resilience with ability to work long hours; Good communications skills, fluent in English and Sesotho (oral and written); and Good interpersonal skills.
Remuneration
