Purpose of the Position
Under the supervision of the Chief, Platform and Service Delivery, the incumbent of this post will be responsible for the management of operational support services for UNICEF's global Electronic Messaging and Unified Communication services, global Active Directory services, and Enterprise Management System applications for IT Service Management, centralized real-time monitoring of network server availability and performance, and automated distribution of software packages. The incumbent will also be responsible for managing email platform migration and vendor transitions in line industry trends to ensure that email services are highly accessible to UNICEF users via office workstations, web and mobile devices. Incumbent will manage the centralized administration of global AD directory services to ensure stability, resilience and integrity. The incumbent will also manage support service for the Storage Area Network centrally hosting UNICEF's ERP and corporate applications and coordinate global operations level support for all Microsoft Windows and UNIX server operating system installations and configurations, File and Print services, new features and server roles, server virtualization, and clustering technologies.
Key Accountabilities1. Management and Maintenance of UNICEF Enterprise Servers and Domain Directory Services
Manage, monitor and maintain all elements of UNICEF's enterprise servers, including but not limited to Managed Messaging services and Unified Communications, EMS, File & Print, Active Directory and Storage Area Network.
Installs and configures hardware and operating systems software for all enterprise applications in line with the current corporate standards.
Manages the global operational support of the UNICEF domain directory services to ensure that the services are highly available, resilient, secure, and optimized for the best performance.
Performs proactive monitoring of faults to ensure immediate intervention and resolution to minimize any disruption to services.
Maintains enterprise server and storage documentation.
Manages vendor contracts and software licenses for all NSA systems.
2. Development and Review of Relevant Technical Procedures, Standards and Techniques
Develops network server administration procedures and technical standards, identifies supporting tools consistent with ICTD policies and technical standards.
Reviews existing operational processes and techniques and identifies deficiencies.
Defines and documents standard processes for performing and supporting office automation and network server and storage devices in terms of life cycle management activities following sound engineering concept and techniques.
3. Interface with ICT Partners on Network-Related Matters
Maintain close, ongoing contact with all ICT sections on enterprise servers, network storage, and other related policies and matters.
Participate in reviews of all network server related matters and provides feedback as required to ensure that the enterprise infrastructure meets the required technical and performance standards.
Serve as primary interface between IT Operations and Technical Architecture Infrastructure and Application Engineering teams in the definition, transition and integration of network server infrastructure and application designs into the production environment at UNICEF headquarters and field offices, and their operational support.
4. Review and Support Deployment of New Network-Related Technologies
Participate in planned and ad-hoc reviews of new applications and new hardware which have network servicing and storage requirements.
Estimate the impact to the existing enterprise infrastructure by predictive modeling, or by empirical data gathering.
Assess and recommend efficient alternatives for network applications, hardware and storage.
Implement or participate in the deployment of solutions arising from these reviews.
Explore new and emerging technologies and tools in areas which are relevant to UNICEF's existing infrastructure.
Assist the Chief, Platform and Service Delivery in the ongoing formulation of long term technological innovation strategies.
5. Manage the Network Server Administration Team
Work with the Chief, Platform and Service Delivery to plan and manage Operations Group budgeting, work planning, and human resources.
Supervises Network Server Administration staff.
Assigns projects and tasks, prepares performance plans and conducts performance evaluations, approves work schedules, leave, and overtime, resolves conflicts and takes disciplinary action when required, nominates staff for awards to reward exceptional performance, plans for the recruitment, training, and development of Network Server Administration staff.
Performs other duties as assigned by the Chief, Platform and Service Delivery.
6. Review and Coordinate Operational Requirements
Review and evaluate operational requirements of the various UNICEF organizations preparing system or equipment specifications required to meet the enterprise server and storage needs and determine installation requirements.
Coordinate messaging, directory services and EMS services with supported organizations, identifying potentially conflicting requirements from different units
Works with senior ICTD managers to resolve conflicts and prioritize requirements.
Qualifications of Successful Candidate
An advance university degree (Master's) in computer science, information systems management, network engineering, telecommunications management, or related field is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of eight (8) years of relevant experience at the national and international levels in Network server planning, design, implementation, operation, maintenance, Industry standard network server operations systems and protocols, deployment of network applications, technological innovations in IT products and services in a large complex network environment is required.
Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.
Knowledge and experience of UNICEF and the UN system is desirable.
In addition, the candidate should also possess strong technical knowledge in the following areas:
Fundamentals of computing, networking and communications
ICT Infrastructure for UNICEF Field Office environment
Systems rollouts and implementation in large scale IT environment
Messaging systems, directory services, Enterprise Management systems, Help Desk tools and processes
Software development methodologies
Practices and principles of systems support, IT analysis, planning, design, implementation and problem resolution
Strong technical skills in supporting Storage Area Network and virtualization technologies (MS & VMware)
Strong technical skills in supporting Microsoft Windows and UNIX server platforms, File and Print services and clustering technologies
Broad exposure to substantive state-of-the-art network communications operations, including trends in information technologies and services management.
ITIL certification/qualification in IT Service management is highly desirable.
