GIZ International Services together with NIRAS has expressed its interest to implement EU-funded technical assistance services in support of the public finance management (PFM) reform action plan (PFM-RAP).The purpose of PFM-RAP is to strengthen the Government's capacity for effectively and efficiently using public financial resources in meeting the targets of the national strategic development plan 2012/13 -2016/17 (NSDP). Implementation of the reforms will require both building human resource capacity within the Government and putting in place systems and procedures for effective financial processes, financial management and financial reporting. In developing the capacities and systems needed to achieve these objectives, a primary consideration will be to ensure that financial management and service delivery in the public sector is transparent and that its institutions can be held accountable for their respective areas of responsibility. The PFM-RAP focuses on improving: the regulatory framework; budget and planning functions; cash flow forecasts; internal control; internal audit; accounting and fiscal reporting; procurement; and external control and oversight.The purpose of the assignment is to provide technical expertise to the Government in the following areas:
  • The implementation of a modern PFM regulatory framework;
  • Strengthening the medium-term and annual budget process so as to achieve both consistency with the policies of the NSDP and ensure transparency and a demonstrable effectiveness in resource allocation;
  • Ensure ownership of the PFM reform process; and
  • Strengthen the governance and institutional management of PFM reforms.
Your tasks
As Team Leader / Public Finance Management Expert (m/f), you will be responsible for the overall implementation of the contract, including coordination of the long-term TA and pool of short-term experts.
Your profile
  • A relevant post-graduate university qualification in economics, governance or related field ;
  • A professional accounting certification (CA,CIMA, CIPFA, CPA, CGMA) would be an advantage ;
  • Written and oral fluency in the English language is required.
Professional experience
  • At least 10 years' experience in public finance management reforms, of which at least 5 years in developing countries ;
  • At least 3 years' experience in the SADC region in a field relevant to this assignment. Specific experience in Lesotho will be an advantage;
  • Experience as team leader in international development programs/projects ; experience in the implementation of EDF funded projects is preferred ;
  • In-depth knowledge of all aspects of the PFM cycle ;
  • Capacity building and institutional strengthening experience in a public sector context ;
  • Strong project management skills ;
  • Sound communication skills and ability to work in close cooperation with international and local stakeholders
Assignment period
The intended start date is September 2014 (to be confirmed following the procurement procedure) and the period of implementation of the contract is estimated in 36 months from this date. The Team Leader / Public Finance Management Expert (m/f) is a full time position.
