CHIEF FINANCE OFFICER , LESOTHO HIGHLANDS DEVELOPMENT AUTHORITY

The bi-national Lesotho Highlands Water Project (LHWP), of the Kingdom of Lesotho (KOL) and the Republic of South Africa (RSA) is aimed at harnessing the water resources of the highlands of Lesotho for the mutual advantage of Lesotho and the Republic of South Africa.
The Lesotho Highlands Development Authority (LHDA) was set up to implement and operate that part of the LHWP that falls within the borders of Lesotho. LHDA is to embark on Phase II of the Lesotho Highlands Water Project (LHWP), a multi-billion rand Phase involving large scale civil engineering and socio-environmental aspects. The Authority invites applications from suitably qualified candidates for the position of CHIEF FINANCE OFFICER.
CHIEF FINANCE OFFICER – MASERU BASED – HR/CFO/14A/30/05/14
Minimum Qualifications:
Chartered Accountant or equivalent and an MBA or Project Management will be an advantage.
Minimum Experience:
A Senior Finance Manager with a minimum of ten (10) years’ commercial financial management experience or 5years experience at executive level in large multi-disciplined organisations, with large construction organization experience being desirable. An in-depth knowledge and understanding of large organizations’ financial accounting packages and the installation thereof is essential.
Competencies Required:
Strategic Capacity and leadership, thorough understanding of the financial management processes and commercial operations of various industries, especially construction; extensive knowledge of International Accounting Standards, ability to mediate and achieve consensus, detail-oriented, flexible and creative and able to work under immense pressure. Networking, negotiation, facilitation and conflict management. Requires financial acumen, computer literacy as well as superior interpersonal skills.
Purpose:
To provide policy formulation, strategy implementation and overall financial management for the LHDA, specific commercial services to Branches, as well as any other duties as may be reasonable assigned from time to time.
Major Tasks and Performance Requirements:
• Reports to the LHDA Chief Executive, participates in policy formulation and decision making as a member of the LHDA Executive Team on financial matters and advises the Executive and the Board of Directors on all financial matters.
• Oversee financial policies and procedures for the accurate and consistent recording and reporting of all financial matters including budgeting, external financial reporting, internal financial reporting, capital funds tracking, project cost accounting, project and operational performance analysis and periodic reports to the LHDA Board of Directors;
• Leads the Finance and administration team in providing financial and administration support to LHDA strategic planning and execution processes;
• Manages Management Accounting function;
• Manages Financial Accounting function;
• Manages Cost Accounting function in terms of the Treaty between RSA and Lesotho;
• Manages LHDA Procurement and General Administrative function;
• Manages LHWP Security services;
• Manages LHDA Transport fleet services;
• Manages Treasury and Loan Administration function;
• Manages the Finance, Procurement, Security and Transport Human Resources.
