Programme Evaluation: Legal assistance pilot scheme
Ending Unlawful Deprivation of Liberty for Migrant Women and Children in South Africa
Coram Children’s Legal Centre is looking for a consultant to evaluate an EU funded project in South Africa, ‘Ending unlawful deprivation of liberty of women and children in South Africa’. The project aims to ensure that women and children who are at risk of immigration detention have access to justice and that they are not subject to unlawful detention.
The project has engaged in research, legal assistance and capacity building, and the evaluation will focus specifically on the legal assistance pilot scheme, which was designed to increase access to justice for migrant women and children through monitoring detention practice and offering legal assistance and representation to children and women at Lindela Holding Centre, SMG and police stations in Guateng and Limpopo, through the Legal Resource Centre.
In particular the evaluation should examine the relevance, efficiency, impact, effectiveness and sustainability of the legal assistance pilot on project goals and objectives.
Based on findings under each of these areas, the consultant will make recommendations for the future development of the project.
Required Qualifications
• Masters degree or higher in relevant field (law, policy, social sciences);
• 3-5 years’ experience conducting qualitative research (data collection and analysis);
• Experience conducting assessment, baselines and evaluations of projects and programmes (ideally relating to legal service delivery);
• Experience working on issues relating to refugee and migrant rights / immigration law;
• Ability to write quickly and clearly in English;
• Familiarity with the South African context (desirable).
