Position: Monitoring &Evaluation Officer
Location: Maseru
Reports to:M & E Manager
Overall Job Function:
The Monitoring and Evaluation Officer will develop and implement an overall project M&E strategy and frameworks that will ensure timely information and feedback to Nursing Education Partnership Initiative (NEPI) program stakeholders. The incumbent will work closely with the NEPI technical leads at ICAP and Ministry of Health, nurse training institutions to plan and conduct monitoring of NEPI supported activities and ensure accurate and timely reporting. The M&E officer will provide strategic technical assistance, leadership and direction to strengthen the quality of program implementation, monitoring, evaluation and disseminate progress and results.
Specific Responsibilities
1. Develop and ensure implement project M&E strategies and frameworks.
2. Design, and manage the project M&E system (in line with the PEPFAR global M&E systems and in collaboration with ICAP SI unit) that will generate timely information and feedback to project stakeholders.
3. Provide support for the maintenance and reporting on the URS database.
4. With the Project team, develop appropriate monitoring tools, plan for and conduct monitoring activities and ensure accurate and timely reporting to ICAP, PEPFAR and HRSA
5. Implement structured Data Quality Assessment (DQA) procedures to ensure data quality across all systems.
6. Compile, analyze, and present data for reporting of program progress, impact and quality assurance.
7. Compile and submit project reports to meet PEPFAR and HRSA reporting requirements.
8. Participate in quarterly NEPI program review meetings.
9. Work closely with NEPI technical team to facilitate development of systems, forums, protocols and or policies that facilitate communications between the district M&E teams, central level teams and other stakeholders.
10. With the Project technical staff, capture lessons learned, program success stories and best practices, document and disseminate information.
11. Support NEPI technical team in developing presentations, fact sheets, abstracts, articles to showcase NEPI Lesotho.
12. Perform other duties as assigned.
Qualifications:
-BA/BSc. in Statistics and Demography or BSc Computer Science with at least 2.2 (lower second class) degree classifications
-Masters in Statistics would be an added advantage
-At least 3 years of experience in the monitoring and evaluation of HIV and TB activities
-Excellent knowledge of Lesotho health information system required
-Strong data management and analysis skills
-Excellent report-writing and problem-solving skills
-Demonstrated strong computer skills and ability to use Microsoft suite
-Exceptional written and verbal communications skills
TRAVEL REQUIREMENTS:
The position will require relatively frequent travel to various health facilities within Lesotho.
