1.CALL FOR PROPOSALS:
Restless Development in South Africa has been running innovative peer education programme in the Eastern Cape for over 10 years. Now at this point when we are moving towards defining new strategy and direction for ourselves, we are keen to understand and learn the impact of our work among the target communities and beneficiaries we worked with since last 10 years.
The community sites for the evaluation are:
· Kwelerha
· Libode
· Tsolo

2.CONTEXT OF THE ORGANISATION
Restless Development (formerly known as SPW South Africa Trust) is the youth-led development agency – everything we do is led by and through young people. And because we are who we serve, our mission is to place young people at the forefront of change, empowering them to take a leadership role in addressing the most urgent issues facing their countries and the world, from the grassroots right through to the governments.
Based on our 26 years of experience in working with and for young people, it is this innovative and cost-effective youth-led approach – the source of our expertise and credibility – that now reaches over 400,000 young people each year across sub Saharan Africa, South Asia and the UK; an approach that is frequently cited as a ‘model for best practice’ by multilateral, bilateral and national government level agencies.

· Innovative strategies in youth to youth non-formal education, counselling and capacity building
· Grassroots delivery combined with policy influencing led by young people, giving young people authentic voices and roles at all levels on the development issues facing their communities

Sexual & Reproductive Health and Rights: Increasing the capacity of young people and the community to adopt safe sexual reproductive health.
Livelihoods & Employment: Ensuring that young people are taking up productive livelihoods and employment opportunities that contribute to their household income.
Civic Participation: Ensuring that young people are significant contributors to development processes, resulting in government policy and practice that is accountable to all young people.

3.SCOPE OF THE EVALUATION:
Restless Development intervened in these areas, using our Volunteer led programming model, with approximately 75 professionally trained peer educators delivering our programmes annually, and were able to reach out to approximately 4,500 young people across three sites.
We propose an all-sites impact evaluation of our work with the communities and target beneficiaries in the above mentioned locations.
The proposed evaluation will inform:
· The Impact we have had in the selected sites – assessing how we have contributed to change in status or lives of young people in their communities in line with the Logframe and indicators set (see below).
· Identifying key success stories, case studies and best practice
· Assessing overall the value of Restless Development’s unique peer education model and programme – including impact on volunteer peer educators and alumni, as well as the wider community and in and out of school youth
· Learnings (with recommendations) to strengthen our model for future interventions
· Recommendations to strengthen our M&E
The impact and outcome indicators set for the programmes, to which the consultant will be evaluating are outlined below (a full Logframe is available)
Goal 1: Livelihoods and Wealth Creation: Improved social and economic status for young people
Impact Indicators:
· % young people employed or setting up a business who are able to contribute to household income
· % of alumni who are engaged in higher studies or in productive jobs within three years of their position with Restless Development
Goal 2: Sexual and Reproductive Health: Reduced vulnerabilities faced by young people in relation to their sexual and reproductive health
Impact Indicators:
· # Teenage pregnancies reported by schools/ communities
· % condom use at last high risk sex
Goal 3: Civic Participation: national and local government institutions and departments engage with young people on their strategies, operational plans and budgets.
Impact Indicator:
· % of targeted national and local government institutions and departments formally consulting* with young people in their strategies, operational plans and budgets affecting the Three Priority Areas
Outcome Indicators:
· % Young people employed or setting up a successful business
· % of young people possessing life skills needed for a healthy and productive life
· % of young women reporting incidents of gender-based violence against them
· % of young people infected and affected by HIV & AIDS reporting incidents of stigma and discrimination against them
4.METHODOLOGY:
The methods for the impact evaluation should include, but not limited to:
· Desk study and document review:The evaluation team shall review reports, systems and documents produced by Restless Development
· Data collection at identified sites:the evaluation team shall undertake data collection on ground using various methods appropriate to the programmes and context.
The consultant/ firm commissioned to carry out the evaluation will consult with Restless Development’s Country Director to finalise the choice of methods that are the most appropriate for the purpose of this evaluation.
Study participants:
The primary participants will be:
- Young people in schools
- Youth people out of schools (who do not go to schools)
- School teachers
- Service providers at health centres
- Ex-volunteers and alumni
- Partner NGOs
- Government officials
- Donors
5.Tasks
The following tasks will be undertaken by the consultant/firm:
- Developing the detailed time line for implementation of the assignment over the given time period
- Develop the detailed evaluation design and methodology
- Development of study instruments
- Desk based review of evaluations, systems and reports to date
- Data collection in the field
- Data Analysis and development of findings
- Submission to consortium of top line findings
- Report writing with recommendations
· Report sharing and presentation to the country director and the management committee
6.EXPRESSION OF INTEREST
Those parties interested please submit a bid to Restless Development through the e-mail address below stating clearly the e-mail and/or phone number of the person we should contact.
Bids must include:
- Outline of evaluation framework, including proposed evaluation methods, description of data collection instruments and procedures, information sources and procedures of analysing data and the approach for completing the deliverables within the timeframe – maximum of two to three pages.
- Proposed evaluation budget. This should be in South African Ran and inclusive of all fees (incl VAT) and expenses and not exceeding 70,000 Rand, including the cost of field based exercises. Restless Development will be able to assist with ensuring the full support of stakeholders, volunteers and staff to assist where necessary for the completion of the activities outlined by the consultant. An organisation vehicle, accompanied by a staff member, will be available (fuel costs to be borne by the consultant) should that be necessary to ensure quick transport to the field sites. Volunteers will be on the ground and are available during the timeframe period.
